Attached garages cannot be taller than the principal structure or greater than 25 feet in height, whichever is less. (See Figure 6a.) Height is to be measured from the floor of the garage. This restriction shall not apply to the R7, R8 and R9 Zoning Districts.

§ 135-35 R-10 Residential District.
A.
Permitted principal uses:
(1)
Townhouse developments in accordance with the area and yard requirements and regulations listed below:

Townhouse development regulations:
(1)
Townhouse complex and lot requirements:
(a)
There shall be no more than one townhouse dwelling unit for each 4,000 square feet of lot area.
(b)
All streets and parking areas, and all common, landscaped or open areas in the townhouse complex shall belong to the owners under a shared ownership and responsibility scheme acceptable to the Borough.
(c)
Two off-street parking spaces shall be provided for each townhouse dwelling unit. Where garages are provided, they shall be an integral part of the townhouse dwelling unit, and not separate or freestanding structures.
(2)
Townhouse private area requirements:
(a)
Each townhouse dwelling unit shall have a private exterior ground area of not less than 400 square feet, which area shall be screened by a fence of not less than four feet and not more than six feet in height.
(b)
No structure or fixture located in the private exterior area shall exceed the height of the fence around the private area.
(c)
Each townhouse dwelling unit shall have direct access to a public street, which access shall not require the resident to cross any other townhouse property or any private street or walkway to reach the public street.
(3)
Townhouse structure requirements:
(a)
Not more than eight townhouse dwelling units shall be contained in any one townhouse structure.
(b)
The front facade of any townhouse structure shall not continue on the same plane for a distance of more than the width of two townhouse units. Offsets between front facade planes shall be not less than four feet and not more than 20 feet.
(c)
An overall theme of designs and architectural modes shall be utilized within every townhouse complex for the purpose of presenting a desirable architectural effect and shall be such that the complex provides varied building elevations, design and structural appearances within the context of the overall theme. Identical front facades for townhouse dwelling units shall not be repeated at a closer interval than every fourth dwelling unit.
§ 135-36 R-11 Residential District.
A.
Statement of intent. The intent of the R-11 Residential District is to allow high-density residential land use in certain very limited portions of the Borough. This use may consist of one main structure only, or of one main structure and townhouses. Any such use must be near public transportation and county or state highways, and adjacent to the Downtown Zoning District, in order to provide the residents with ready access to stores and services so as to reduce traffic generated by such high-density use

Multiple dwelling unit development in accordance with the area and yard requirements and regulations listed below.

Access, traffic and parking:
(a)
Wherever possible, access shall be by way of side streets and not by way of the county or state highway adjacent to the site.
(b)
Driveways shall not be closer than five feet to any property line other than a street line, and shall have a minimum width of 12 feet for one-way traffic and 24 feet for two-way traffic. Driveways shall not intersect with a public street closer than 30 feet from an intersection with another public street.
(c)
One off-street parking space shall be provided for each dwelling unit. Forty or more of all parking shall be enclosed in the primary structure or located below ground. All remaining parking shall be screened from any public street and from all adjacent uses by screening meeting the requirements of Article IX of this chapter.
(d)
A public walkway of not less than eight feet in width shall be provided for access to any dwelling units not having direct access to a street or other public way.
(3)
Townhouse lot requirements:
(a)
Any lot upon which townhouses are built shall have frontage of no less than 100 feet on a public street.
(b)
All utilities shall be underground.
(c)
Each townhouse dwelling unit shall have a private exterior ground area of not less than 300 square feet, which area shall be screened by a fence of not less than four feet and not more than six feet in height.
(d)
No structure or fixture located in the private exterior area shall exceed the height of the fence around the private area.
(e)
Each townhouse dwelling unit shall have direct access to a public street, which access shall not require the resident to cross any other townhouse property or any private street or walkway to reach the public street.
(4)
Townhouse structure requirements:
(a)
Not more than 10 townhouse dwelling units shall be contained in any one townhouse structure.
(b)
The front facade of any townhouse structure shall not continue on the same plane for a distance of more than the width of two townhouse units. Offsets between front facade planes shall be not less than four feet and not more than 20 feet.
(c)
An overall theme of designs and architectural modes shall be utilized within every townhouse complex for the purpose of presenting a desirable architectural effect and shall be such that the complex provides varied building elevations, design and structural appearances within the context of the overall theme. Identical front facades for townhouse dwelling units shall not be repeated at a closer interval than every fourth dwelling unit.
(d)
No townhouse structure shall be located closer than 15 feet to any townhouse lot boundary.
(e)
The maximum height for any townhouse unit shall be 35 feet.
§ 135-36.1 AHO-1 Affordable Housing Overlay 1.

A.
Statement of intent. The purpose of the AHO-1 Affordable Housing Overlay 1 District is to allow for high-density residential and mixed-building development, as otherwise allowed by the underlying base zoning district, to provide opportunities for affordable housing in accordance with the Housing Element and Fair Share Plan.
B.
Required use. Any new residential development located in the Affordable Housing Overlay 1 District shall include at least 20% of the total number of dwelling units as affordable units as defined in Chapter 63 of the Code of the Borough of Haddonfield.
C.
Development within the AHO-1 District shall be as permitted by the regulations of the Downtown District 3 General Urban Zoning District with the following modifications:
(1)
The building setback from Euclid Avenue, Allen Avenue, Wilkins Avenue, extension of Wilkins Avenue or any other new street with an east/west orientation: five feet.
(2)
The maximum building height on the east side of the PATCO High Speed Line shall be as indicated:
(a)
If within 100 feet of the right-of-way line of the railway: five stories, except if within 100 feet of Euclid Avenue.
(b)
If within 200 feet of the right-of-way line of the railway: four stories, except if within 100 feet of Euclid Avenue.
(c)
Any other location within the Affordable Housing Overlay 1 District: three stories.
(3)
Parking. In addition to PATCO parking regulations, parking shall be provided equal to one space per dwelling unit.
§ 135-36.2 AHO-2 Affordable Housing Overlay 2.

§ 135-36.3 AHO-3 Affordable Housing Overlay 3.

Required use. Any new residential development located in the Affordable Housing Overlay 4 District shall include at least 20% of the total number of dwelling units as affordable units as defined in Chapter 63 of the Code of the Borough of Haddonfield.
C.
Development within the AHO-4 District shall be as permitted by the regulations of the Downtown District 2, Community Serving Blocks or Downtown District 3, General Urban Zoning District, as the case may be, except that the maximum building height shall be four stories within a forty-foot height. Rooftop mechanicals may exceed the forty-foot building height as long as the mechanicals are not within 10 feet of the front and side building views.
§ 135-36.5 AHO-5 Affordable Housing Overlay 5.

The purpose of the AHO-5 Affordable Housing Overlay 5 District is to allow for medium-density residential and mixed-building development, as otherwise allowed by the underlying base zoning districts, to provide opportunities for affordable housing in accordance with the Housing Element and Fair Share Plan.

Required use. Any new residential development located in the Affordable Housing Overlay 5 District shall include at least 20% of the total number of dwelling units as affordable units as defined in Chapter 63 of the Code of the Borough of Haddonfield.
C.
Development within the AHO-5 District shall be as permitted by the regulations of the Downtown District 2, Community Serving Blocks, except that the maximum building width shall be 150 feet.
§ 135-36.6 AHO-6 Affordable Housing Overlay 6.

Required use. Any new residential development located in the Affordable Housing Overlay 6 District shall include at least 20% of the total number of dwelling units as affordable units as defined in Chapter 63 of the Code of the Borough of Haddonfield.

Development within the AHO-6 District shall be as permitted by the regulations of the Downtown District 2, Community Serving Blocks, except that the maximum building height shall be four stories.
D.
Building setbacks from streetlines (front property lines) shall be as calculated in Attachment 7, herein.[1]

Required use. Any new residential development located in the Affordable Housing Overlay 8 District shall include at least 20% of the total number of dwelling units as affordable units as defined in Chapter 63 of the Code of the Borough of Haddonfield.
C.
Development within the AHO-8 District shall be as permitted by the regulations of the Downtown District 2.
§ 135-36.9 AHO-9 Affordable Housing Overlay 9.

A.
Statement of intent. The purpose of the AHO-9 Affordable Housing Overlay 9 District is to allow for medium and high-density multifamily residential development, as otherwise allowed by the underlying base zoning districts, to provide opportunities for affordable housing in accordance with the Housing Element and Fair Share Plan.
B.
Required use. Any new residential development located in the Affordable Housing Overlay 9 District shall include 100% of the total number of dwelling units as affordable units as defined in Chapter 63 of the Code of the Borough of Haddonfield.
C.
Development within the AHO-9 District shall be as permitted by the regulations of the Downtown District 2 - Community Serving Block with the following modifications:

Building facade to Snowden Avenue: eight feet minimum.

Building facade to Potter Street residents: 20 feet minimum.

Building facade to parking (excluding porticos, entrance stoops and landings): 12 feet minimum.
[f]
Building-to-building (separation): 20 feet minimum.
[g]
Accessory dwellings cannot be placed within 10 feet of the Potter Street dwellings or within eight feet of Snowden Avenue.
[7]
Apartment building (AB) bulk requirements.
D.
Miscellaneous provisions.
(1)
Fences are permitted in all yards. Allowable height: six feet for all yards.
(2)
Signage: In addition to signs permitted per ordinance, other signs to be permitted include two feet by two feet directional or informational signage, larger signage as required by state regulations, and temporary signage (two total) during construction and lease-up not to exceed 48 square feet.
(3)
No designated loading areas or requirements are required.
(4)
Landscaping.
(a)
All projects shall be required to provide a landscaping plan prepared by a licensed landscape architect (LLA) licensed in the State of New Jersey. The plan shall be prepared with the following design principles in mind:

An overall recurring pattern of plant groupings and material should be provided throughout the site, integrating the various elements of site design to create pleasing and identifiable site characteristics.
[2]
Landscaping should include a plant palette consisting of deciduous and evergreen trees, shrubs, ground cover, perennials and annuals.
[3]
The use of native, salt-tolerant, deer-resistant material is encouraged. Monocultures of material will not be accepted.
[4]
Where existing natural growth is proposed to remain, the plans should include methods, notes and details to protect existing trees and growth during and after construction.
[5]
Plant species variety should be selected with consideration given to different colors, textures, shapes, blossoms and foliage and should provide a four-season interest.
[6]
Landscaping should be provided in public areas and adjacent to buildings to screen parking areas, mitigate adverse impacts, and provide windbreaks for winter winds and summer cooling for buildings, streets and parking.
[7]
Plant selection should be based upon the premise to provide material that will best serve the intended function and use as well as to provide materials appropriate for local soil conditions, water conservation and the environment.
[8]
The type and amount of plant material should be varied throughout the development with accent given to site entrances. Consider massing trees at critical points.
[9]
Consideration should be given as to the choice and location of plant materials in order to screen or create views, to define boundaries between private and common open space, to minimize noise, to articulate outdoor spaces and define circulation systems.
[10]
All proposed material should be drawn to scale to reflect a fifteen- to twenty-year growth. Planting schedules showing common and botanical names, installed and mature sizes and horticultural interest shall be provided along with applicable installation notes and details.
[11]
Landscaping shall be provided as part of site plan and subdivision design. It shall be conceived in a total pattern throughout the site, integrating the various elements of site design, preserving and enhancing the particular identity of the site, and creating a pleasing site character.
[12]
All trees shall be guaranteed for a minimum of one year from the time of planting by the applicant against death and disease.
[13]
Planting specification. Deciduous trees shall be at least 2 1/2 inches caliper at planting and should be balled and burlapped. Size of evergreens should be four feet tall and shrubs two feet tall at planting but may be allowed to vary depending on setting and type of shrub. Only nursery-grown plant materials shall be acceptable, and trees, shrubs, and ground cover shall be planted according to accepted horticultural standards. Dead and dying plants shall be replaced by the developer during the following planting season.
(6)
Stormwater management requirements:
(a)
Stormwater management shall be in accordance with § 135-92, with the following exemptions:

Section 135-92C(3) - The project shall be exempt from this section of the Land Use Ordinance.
[2]
Section 135-92D(5) and (6) - The project shall be exempt from groundwater recharge requirements.
§ 135-37 R-O Residential Overlay Office District.
A.
Statement of intent. The intent of the Residential Overlay Office District is to maintain the residential character of certain areas adjacent to the central commercial area of the Borough of Haddonfield. Because of the proximity to the commercial area, it is appropriate to allow professional offices as a conditional use. However such offices should be allowed only if they meet strict criteria intended to allow professional office use on sites which can bear that use without damaging the residential and historic character of the sites or the district, and to preclude such office use where the intensity would be too great or the site too small for the professional office use.
B.
Permitted principal uses:
(1)
Permitted principal uses in the R-O Residential Office Overlay District shall be in accordance with the use, area, and yard requirements of the underlying zoning district in which it is designated above.
