- SITE PLANS
The purpose of site plans is to promote development of land in accordance with standards which promote and protect the health, safety, and welfare of the community and its natural environment and to encourage compliance with environmental protection requirements.
1501.01 It shall be unlawful for any person to construct, erect, or alter a building or structure or develop, change, or improve land for which a site plan is required except in accordance with the approved site plan.
1501.02 No building permit shall be issued to construct, erect, or alter any building or structure or develop or improve any land that is subject to the provisions of this section [this article] until a site plan has been approved.
A site plan is required and shall be submitted for approval in the planned unit development district.
Site plans, or any portion thereof, involving engineering, architecture, or land surveying shall be prepared and certified respectively by a professional engineer, architect, or land surveyor duly registered by the state to practice as such.
1503.01 Site plans. Site plans submitted in accordance with this section shall be drawn to a scale of not more than one inch equals 40 feet.
a.
General development:
1.
The boundary of the property by courses and distances, area, and present zoning of the tract.
2.
The names of abutting recorded subdivisions, and owner[s] and present use of all abutting property.
3.
Widths and names of abutting streets and alleys.
4.
All dimensions, both linear and angular, for locating boundaries of the tract, lots, streets, alleys, public easements, and private easements.
5.
Date, north arrow, scale, number of sheets.
6.
Name and address of the owner or owners of the tract and the name of the applicant.
7.
All building restriction lines, highway setback lines, easements, covenants, reservations, and rights-of-way.
8.
Existing topography with a maximum of two-foot contour intervals.
9.
Soil types and geology of the site.
10.
Name, address, signature, and registration number of the professional preparing the plan.
b.
Existing improvements:
1.
Sidewalks, streets, alleys, and easements.
2.
Buildings and structures.
3.
Driveways, entrances, exits, parking areas, and loading spaces.
4.
Sanitary sewer systems.
5.
Water mains and fire hydrants.
6.
Gas, power, telecable and telephone lines.
7.
Recreation areas.
8.
Storm drainage systems to include natural and artificial watercourses.
9.
Limits of floodplains.
c.
Proposed improvements:
1.
All proposed streets and alleys and the boundaries of all other portions intended to be dedicated to public use.
2.
Buildings and structures to include:
a)
Distance between buildings (to scale).
b)
Number of stories.
c)
Number of dwelling units.
d)
Height of buildings.
3.
Driveways, entrances, exits, parking areas, and loading spaces to include the number of parking and loading spaces.
4.
Sanitary sewer systems.
5.
Water mains and fire hydrants.
6.
Gas, power, telecable, and telephone lines.
7.
Landscaping.
8.
Recreation and open space areas.
9.
Plans for collecting and depositing stormwater and the method of treatment of natural and artificial watercourses including the delineation of any proposed limits of floodplains.
10.
Proposed grading schedule, including time of the year when grading will be in progress.
11.
Finish grading with a maximum of two-foot contour intervals.
12.
Location of refuse disposal facilities and type.
d.
Required improvements: In order to assure public safety, general welfare, and convenience, the agencies and officials charged with the responsibility for review and recommendation of approval of site plans shall require such of the following improvements as fall within their respective assignments:
1.
Designation of pedestrian walkways.
2.
Construction of vehicular traffic lanes or driveways which will permit vehicular travel on the site and to and from adjacent parking areas and adjacent property.
3.
Connection wherever possible of all walkways, travel lanes, and driveways within similar facilities in adjacent developments.
4.
Screening, fences, walls, curbs and gutters as required by the county or by the North Carolina department of transportation.
5.
Easements or rights-of-way for all facilities to be publicly maintained, provided that each easement shall be clearly defined for the intended purpose.
6.
Extension or construction of service roads and access thereto on site bordering a state primary highway.
7.
Dedication or reservation of land for streets and service roads and the construction thereon.
e.
[Compliance and site plan approval required:] No street shall be accepted and maintained by the county nor shall any public utility such as water, sewer, and street lighting be extended to or connected with any tract of land nor shall any permit be issued for the construction of any building or other improvement requiring a permit for any land for which a site plan is required by this ordinance unless and until the requirements hereof have been complied with and the site plan approved by the board of county commissioners.
