ARTICLE IV
Residential Districts
§ 12-4.1 Single-Family Residential (R-1) District.
A.
Intent. It is the intent of the Single-Family Residential (R-1) District to promote the following:
(1)
To provide for low-density housing in appropriate locations, and to permit limited public and quasi-public uses appropriate for residential neighborhoods.
(2)
To protect residential areas from changes and intrusions which may cause deterioration.
(3)
To meet minimum standards of health and safety by protecting against hazards and nuisances.
(4)
To provide for adequate daylight, ventilation, quiet, privacy, and recreational opportunity.
(5)
To prevent congestion and the overcrowding of land caused by excessive densities.
B.
District regulations. Only the uses listed in Criteria and Standards for Single-Family Residential (R-1) District[1] shall be permitted in the Single-Family Residential (R-1) District. All uses must conform to the lot, yard setback, and maximum height regulations stipulated therein, as well as other appropriate requirements of this chapter.

§ 12-4.2 Two-Family Residential (R-2) District.
A.
Intent. In addition to the intent of the Single-Family Residential (R-1) District, it is the intent of the Two-Family Residential (R-2) District to promote the following:
(1)
To provide a buffer between low-density residential neighborhoods and more intense land uses.
(2)
To provide for low- and moderate-income housing.
(3)
To promote diversity of housing types and character.
B.
District regulations. Only the uses listed in the Criteria and Standards for Single-Family Residential (R-1) District[1] shall be permitted in the Two-Family Residential (R-2) District. All uses must conform to the lot, yard setback and maximum height regulations stipulated therein, as well as other appropriate requirements of this chapter.

§ 12-4.3 Multifamily Residential (R-3) District.
A.
Intent. It is the intent of the Multifamily Residential (R-3) District to promote the following:
(1)
To provide for medium-density housing in appropriate locations, and to permit limited uses appropriate to residential neighborhoods.
(2)
To protect residential areas from changes and intrusions that may cause.
(3)
To meet minimum standards of health and safety by protecting against hazards.
(4)
To provide for adequate daylight, ventilation, quiet, privacy, and recreation.
(5)
To prevent congestion and the overcrowding of land caused by excessive densities.
(6)
To provide for low- and moderate-income housing.
(7)
To promote diversity of housing types and character.
B.
District regulations. Only the uses listed in Criteria and Standards for Multi-Family Residential (R-3) District[1] shall be permitted in the Multifamily Residential (R-3) District. All uses must conform to the lot, yard setback, and maximum height regulations stipulated therein, as well as other appropriate requirements of this chapter.

§ 12-4.4 Village (V) District.
A.
Intent. It is the intent of the Village (V) District to promote the following:
(1)
To perpetuate the distinctive character and identity of the village environment.
(2)
To protect residential areas from changes and intrusions which may cause deterioration.
(3)
To permit a harmonious mixture of housing, retail and service establishments, and community facilities in the village center.
B.
District regulations. District regulations. Only the uses listed in Criteria and Standards for the Village (V) District[1] shall be permitted in the Village (V) District. All uses must conform to the lot, yard setback, and maximum height regulations requirements of this chapter.

C.
Yard setback requirements. Properties located within the Village (V) District shall comply with the following yard setback requirements:
(1)
Front yard.
(a)
For any parcel with frontage on Main Street and Rockeys Alley or Chambers Alley, the front yard area shall be provided along the property line adjacent to Main Street.
(b)
All properties in the Village (V) District shall have a maximum front yard of 20 feet. There is no minimum front yard required.
D.
General requirements. All development within the Village (V) District shall meet the following requirements:
(1)
Properties located in the Village (V) District shall be exempt from the building height regulations for nonresidential structures found in Chapter 12, Article II, § 12-2.7. The maximum height of all structures in the Village district shall be 35 feet.
(2)
Driveways are prohibited from intersecting with Main Street in the Village (V) District from any lot which has access on another public street or alley.
(3)
Accessory buildings shall not be located closer to the front yard line than the primary use on any property in the Village (V) District. While there are several properties in the Village (V) District that have structures that extend beyond the property line into the public right of way, all accessory structures are prohibited from extending beyond any property line into an adjacent right of way.
