OFF-STREET PARKING STANDARDS
§ 27-1001 Statement of Intent.

1.
It is the intent of this Part to:
A.
Set reasonable standards to assure sufficient parking capacity for the uses of land in the Borough.
B.
Provide flexibility in the implementation of these standards by permitting construction of a reduced number of parking spaces under appropriate conditions.
C.
Prevent hazards to public safety caused by the intrusion of parking upon public rights-of-way.
§ 27-1002 Required Off-Street Parking Capacity.

Any building or structure erected, altered, or used, and any lot used or occupied for any of the following purposes shall be provided with the minimum number of off-street parking spaces set forth below, together with adequate driveways and street access in compliance with the engineering standards of Chapter 22, Subdivision and Land Development. No parking shall be permitted on any lot except within an improved parking space. Where a use is not specifically listed below, the requirements of the most similar use shall be applied.

§ 27-1003 Parking Space Design.

Except for multifamily dwellings, two-family or duplex dwellings or attached residential dwellings, a parking space may be provided within the garage or outside it. For multifamily dwellings, two-family or duplex dwellings or attached residential dwellings, any space within a garage shall not be counted toward the required off-street parking capacity under § 27-1002 of this Part. Each outside parking space shall be a minimum of 10 feet by 20 feet in size, exclusive of interior driveways, and shall be paved with an all-weather surface, according to the requirements of the Borough's engineering standards.
§ 27-1004 Off-Site Parking.

A nonresidential use may provide for off-site parking within 250 feet of the main building on the lot, provided that an easement, lease or other agreement assuring permanent use of such parking shall be recorded on the land development plan.
§ 27-1005 Reserve Parking.

Where the requirements of this chapter specify a larger number of parking spaces than the applicant anticipates a need for, the requirements of this chapter may be reduced only by the use of the reserve parking method, under the following requirements:
A.
The total number of spaces required may be reduced up to 50% by the Zoning Officer, upon the recommendation of the Borough Planning Commission and Engineer.
B.
The applicant shall provide proof of reduced parking needs to the Borough Engineer, for his review.
C.
A sufficient area of the applicant's site shall be held in reserve as green space for construction of the remainder of the required spaces. All stormwater engineering shall be designed based on total parking requirements including the reserve.
D.
Parking capacity will be reevaluated by the Borough Engineer, should any change occur in the use, ownership or size of buildings, or number of employees. On the recommendation of the Engineer, the Zoning Officer may require the construction of the reserve parking spaces.
E.
The applicant shall provide a financial guaranty to cover the costs of engineering and construction of the reserve parking spaces for a period of 18 months following the construction of the initial spaces.
§ 27-1006 Handicapped Parking.

All multifamily, commercial, office, public and industrial uses shall provide parking spaces for the physically handicapped. The minimum number of handicapped spaces, as part of their parking requirements, shall be as follows:

Required handicapped parking spaces shall be a minimum of 12 feet by 20 feet long, and shall be paved like standard parking spaces.

Handicapped parking spaces should generally be located on the shortest possible route to an accessible entrance to the building. Ramps shall be provided for convenient access from parking spaces to accessible entrances and to sidewalks. Such spaces shall be placed to permit unloading of wheelchairs from either side of the vehicle.

The pavement shall be marked with the international symbol of accessibility. An aboveground sign shall be clearly visible from the driveway to designate each handicapped parking space.
§ 27-1007 Off-Street Loading.

In addition to required off-street parking, off-street loading spaces shall be required for all commercial, wholesale and industrial uses requiring the regular delivery or shipping of goods, merchandise or equipment by semitrailer truck. Off-street loading areas shall comply with the following:
A.
Required loading areas shall not be used for the storage of vehicles or materials or for off-street parking.
B.
The location and size of loading areas shall be adequate for the safe parking of trucks, and maneuvering space shall be provided so that ingress and egress can be accomplished on the lot without backing into a public street.
