29 Construal of Provisions

§ 28-29-1 Construal of provisions.

A. 
In interpretation and application, the provisions of this chapter shall be held to be the minimum requirements adopted for the promotion of the health, safety, morals and general welfare of the community. It is not intended by this chapter to repeal, abrogate or annul or in any way impair or interfere with any existing provisions of any other law or ordinance or with any rules, regulations or permits previously adopted or issued relating to the use of buildings or premises except insofar as the provisions contained herein supersede or replace the provisions of Ordinance No. 327, as amended and supplemented. Wherever the requirements of this chapter are at variance with the requirements of any other lawfully adopted laws, rules, regulations or ordinances, the most restrictive shall apply.
B. 
This chapter is not intended to abrogate, annul or otherwise interfere with any existing easement, covenant or any other private agreement or legal relationship, except that where this chapter is more restrictive or imposes higher standards or requirements than such easements, covenants or other private agreements or legal relationships, the provisions of this chapter shall govern.
