The provisions of this chapter shall not apply to property belonging to or used by the city, and shall not limit the location, construction, maintenance or use of land, buildings, structures or equipment owned by the city. In the erection of buildings or other structures, city owned or franchised utilities shall conform in architectural design and otherwise as nearly as possible to the buildings permitted in the zoning district in which they are erected.
