The term of office of the members of the planning commission, with the exception of the ex officio member, shall be five (5) years, and until their respective successors shall have been appointed. The terms of the initial members shall be staggered so that three (3) members serve for three (3) years, and two (2) members serve for two (2) years. The alternate shall serve a two (2) year term. Appointments shall be made at the beginning of the calendar year.
Vacancies in the planning commission occurring for any reason other than the expiration of a term of office shall be filled through appointment by the mayor, with the advice and consent of the city council. Members appointed to fill such vacancies shall serve for the remainder of the unexpired term. The ex officio member shall serve at the pleasure of the city council, or until his or her term as a council person has expired, at which time a successor shall be appointed from among the members of the city council by the mayor, with the advice and consent of the city council. Any member may be reappointed for an additional term.
There is no limit to the number of terms a member may serve. Upon a majority vote in a public meeting, the city council may remove from office any member of the planning commission for misconduct or nonperformance of duty. Unexcused absence from three consecutive regular meetings of the planning commission shall constitute nonperformance of duty.
The planning commission shall elect from among its members a chairperson, whose term shall be one year. Any member may be reelected for an additional term as chairperson. There is no limit to the number of terms a member may serve as chairperson. If for any reason the position of chairperson is vacated before the elected member's term has expired, the planning commission shall elect from among its members a successor who shall serve for the remainder of the unexpired term.
