The purpose of this chapter is to promote the public health, safety, and general welfare of the community through provisions designed to:

1. Encourage the most appropriate use of the land.
2. Conserve the value of land and buildings.
3. Prevent the overcrowding of land and the congestion of streets.
4. Provide adequate light and air.
5. Secure safety from fire, panic, and other dangers.
6. Avoid undue concentration of population.
7. Facilitate the adequate provision of transportation, water, sewerage, schools, parks, and other public requirements.
