The height of a building or structure shall be measured from the average natural ground level within ten (10) feet of the building or structure up to the average level of the highest roof thereof.

No building or structure located within a residential use district shall have a height exceeding thirty (30) feet.

The provisions of this article shall not apply to church spires, cupolas, flag poles, radio aerials, or, if not occupying an area greater than twenty-five (25) percent of the lot area, to domes, ornamental towers, observation towers, water tanks or hose towers.
