No certificate of occupancy required by the city's building code shall be issued:

(1)

For a use not otherwise allowed in the zoning district in which the building is located; or

(2)

If applicable, until all improvements otherwise required by this zoning code, including improvements required for a planned development district or conditional use permit, have been completed.

No building permit shall issue until the department has determined that the use for which the application is made is an allowable use.
