AND LOADING

§ 22.110 PROVISIONS APPLYING TO PARKING AND LOADING.

   (A)   Purpose. The purpose of the requirements in this section is to further the appropriate provision and design of off-street and loading areas that will:
      (1)   Provide access to land uses generating large traffic volumes in a community dependent on automobile and truck transportation;
      (2)   Foster safe and efficient circulation of vehicles and pedestrians both on private property and on adjacent public streets; and
      (3)   Minimize nuisance in residential areas from on-street parking of large numbers of vehicles.
   (B)   Applicability. The requirements in this section apply to any provision, removal, enlargement or alteration of any off-street parking or loading spaces or areas accessory to any building or structure existing as of the effective date of this chapter or any new spaces or areas required to be provided under this chapter or voluntarily provided in excess of the requirements in this chapter. These provisions shall likewise apply to parking that is the principal use of a parcel.
   (C)   Number and size required facilities.
      (1)   Numbers and sizes of off-street parking and loading spaces shall be provided for all new uses and existing uses that are enlarged, expanded or changed, in conformance with the standards of Tables 10, 11, and 12 and 13.
      (2)   No additional spaces shall be required for expansion or change of an existing use if the standards herein would require an increase over the spaces already provided on the site of less than 15%.
      (3)   A required off-street parking stall shall be at least nine feet in width and 18 feet in length, exclusive of access drives or aisles, ramps, columns, or work areas. The length of a parking stall may be reduced to 17.5 feet including wheel stop if additional space of one and one half feet in length is provided for car overhang.
   (D)   Preservation and replacement of existing spaces. No off-street parking or loading spaces either provided in conformity with the provisions of this or a previous chapter or voluntarily provided in excess of what such provisions require, shall be reduced in size or number below the requirements herein, or further below such requirements, so long as the use they serve continues in operation.
   (E)   Submission of site plan.  
      (1)   A site plan showing off-street parking and loading facilities shall accompany an application for any of the following for any use required to provide over four off-street parking space or one or more off-street loading spaces:
         (a)   Building permit or certificate of occupancy;
         (b)   Conditional use permit;
         (c)   Rezoning;
         (d)   Preliminary or final plat approval as provided in the subdivision control chapter;
         (e)   Variance from off-street parking or loading requirements; or
         (f)   Planned Unit Development preliminary or final plan.
      (2)   The President and Board of Trustees may waive or defer this requirement in any instance in which the specific use of the premise, and therefore the specific parking and loading requirements applicable, are not yet determined, such as in the case of a rezoning for an industrial subdivision. The site plan shall meet the requirements of Table 2 in the filing procedure section in this chapter.
   (F)   Storage and repair. No storage of any kind, nor motor vehicle repair work except for emergency services, is permitted in any open off-street parking or loading area.
   (G)   Access. Each required off-street parking space and loading space shall open directly upon an aisle or driveway of such width and design as to provide a safe and efficient means of vehicular access, and shall have vehicular access to a public thoroughfare in a manner that will least interfere with traffic movement thereupon. Dimensions of aisles and driveways shall be as provided in Table 10.
   (H)   Grading. All parking and loading areas shall be graded for proper drainage, and the volume of storm water runoff that exceeds that existing prior to the installation of such areas shall discharge into an approved drainage system.
   (I)   Maintenance. All parking and loading areas shall be maintained free of dust, trash and debris. The surfacing, curbing, lighting fixtures, signage, and related appurtenances shall be maintained in good condition so long as such areas are used for parking or loadings purposes.
   (J)   Landscaping and screening. All parking and loading areas shall be landscaped and screened as provided in the landscaping and screening section of this chapter.

§ 22.111 OFF-STREET PARKING PROVISIONS.

   (A)   Use of parking spaces. Except as otherwise provided in this chapter, required off-street parking shall be used solely for parking for patrons, occupants, guests, visitors or employees of the premise on the same lot.
   (B)   Collective and shared parking provision.  
      (1)   Off-street parking facilities for separate uses may be provided collectively if the total number of spaces so provided collectively is not less than the sum of the separate requirements for each such use and provided that all regulations governing location of accessory parking spaces in relation to the use served are adhered to. Further, no parking space or portion thereof shall serve as a required space for more than one use.
      (2)   Within the C-2, Main Street District, off street parking spaces for separate uses may be provided collectively by shared parking. Under the shared parking model, the number of parking spaces required shall be based on the Urban Land Institute “Shared Parking” publication (second edition). Specifically, Table 2-2 (Summary of Recommended Base Parking Ratios), Table 2-5 (Recommended Time of Day Factors for Weekends), and Table 2-6 (Recommended Time of Day.
   (C)   Computation. When determination of the number of off-street parking spaces required by this chapter results in a requirement of a fractional space, any fraction of less than one-half may be disregarded, while a fraction of one-half or more shall be counted as a parking space.
   (D)   Surfacing and curbing of parking areas.
      (1)   All open off-street parking facilities, including vehicular access drives and residential driveways aisles shall be improved with a hard surfaced, all weather, dustless material such as asphalt, blacktop, brick or concrete. Pervious pavers may be used subject to weight bearing requirements, however, gravel, asphalt shavings, and other similar materials are prohibited.
      (2)   Perimeter curbing shall be required for all parking areas and vehicular drive aisles providing space for five or more vehicles. Parking facilities where four or less parking stalls are provided, wheel guards, bumper guards or curbs shall be installed so as to prevent parked vehicles from extending beyond the parking surface.
      (3)   Perimeter curbing shall be required for any outdoor storage area that is greater than 10,000 square feet in area. For outdoor storage areas that are 10,000 square feet or less, perimeter protection shall be in accordance with prescribed engineering and storm water management standards.
      (4)   Outdoor storage areas that are 5,000 square feet or more in size, shall be improved with a hard surfaced, all weather, dustless material such as asphalt, blacktop, brick or concrete. Gravel, asphalt shavings and other similar materials shall be prohibited.
   (E)   Location of parking spaces.
      (1)   Control of off site parking facilities. Required off-street parking for single- family detached and attached dwellings shall be provided on the same lots as the use served. No parking spaces accessory to a multi-family use shall be located in a single-family detached or attached district. Required parking for other uses may also be provided on a separate lot that is in the same possession, by deed or lease, or perpetual agreement, so long as the nearest point of the parking area thereupon is within 500 feet walking distance of the nearest entrance to the use served.
      (2)   Driveways and parking in residential yards. Required off-street parking for single-family detached and attached and townhouse dwellings may be located in front, side, and rear yards, subject to the following:
         (a)   Interior residential lots shall only be allowed one curb cut to a public street, whereas a residential corner lot, may be allowed one curb cut per street frontage, subject to Village Board approval.
         (b)   Except as set forth in subsection (c), no driveway, parking area and/or sidewalk contiguous thereto in a single-family detached or attached zoning district shall exceed a width of 24 feet.
         (c)   For three-car garages, a driveway, parking area and/or sidewalk contiguous thereto in a single-family detached or attached zoning district shall be allowed a maximum of 27 feet in width within 18 feet of the garage’s front elevation when, in the opinion of the Village Engineer, the installation of such driveway will not be detrimental to drainage.
         (d)   For side loaded garages (when the door(s) face a side lot line), the driveway pavement dimension shall be a maximum of 24 feet from the face of the garage to the edge of the driveway pavement along the side lot line.
         (e)   When the garage or parking stall is located along the side or rear of the residence, the connecting drive aisle between the front yard driveway and the side parking area or the side drive that complies with division (f) herein and extends to the detached garage, shall be a minimum of ten-feet wide. Projections (chimneys, awnings and the like) shall not be allowed to overhang this measurement.
         (f)   When the garage or parking stall is located to the rear of the residence, the side drive shall be a minimum of nine-feet wide. Projections (chimneys, awnings, and the like) shall not be allowed to overhang this measurement.
         (g)   All driveways must be setback at least three feet from the side or rear lot line (whichever lot line applies).

§ 22.112 FRONT YARD IMPERVIOUS SURFACE COVERAGE.

   For a residential zoning lot with a lot width of 50 feet or less, the maximum impervious surface coverage shall not exceed 55% of the front yard area. For residential zoning lots that are greater than 50 feet, the maximum impervious surface coverage shall not exceed 50% of the front yard area.

§ 22.113 PARKING OF RECREATIONAL VEHICLES.

   (A)   In Residential Districts. Only one RECREATIONAL VEHICLE as defined in § 22.011 may be parked or stored outdoors in a Residential District provided that:
      (1)   It is at no time occupied for living or sleeping purposes except as may be allowed by the President and Board of Trustees on a temporary basis;
      (2)   It is not connected to natural gas, water or sanitary sewer service;
      (3)   It is stored in its collapsed position if it is a vehicle of the collapsible type not stored in garage; or
      (4)   It is parked and stored on a hard surfaced, all weather, dustless material such as asphalt, blacktop, brick or concrete. Gravel, asphalt shavings and other similar materials shall be prohibited.
      (5)   No recreational vehicle may be parked in the front or corner side yard.
      (6)   At no time may a recreational vehicle be parked, placed, or stored on a lot or parcel that has no principal residential home or structure.
   (B)   In other districts. There shall be no restrictions on parking of recreational vehicles in non-residential districts, other than those concerning outdoor storage.

§ 22.114 PARKING OF COMMERCIAL VEHICLES.

   (A)   In Residential Districts. No COMMERCIAL VEHICLES defined in § 22.011 may be parked or stored in a Residential District other than in a completely enclosed garage, building or structure. Commercial vehicles performing or involved in moving a personal residence or making deliveries, repairs, construction, maintenance or service calls to a residential home is permitted between 6:00 a.m. and 8:00 p.m.
   (B)   In Non-Residential Districts. No commercial vehicle as defined in § 22.011 may be parked or stored in a commercial or non-residential district if it is not employed or used in the conduct of the business located on the premises, is being parked temporarily by either a customer, supplier, contractor, or visitor performing loading, unloading, moving, construction, maintenance or repair on the premises, and has obtained all necessary village approvals including a conditional use for outdoor storage. In those cases where a commercial vehicle does not comply with the aforementioned standards, said vehicle may temporarily be parked or stored on site, but only within a completely enclosed garage, building or structure.

§ 22.115 HANDICAPPED AND BICYCLE PARKING.

   Parking for the handicapped shall be provided at a size, number and location, as specified by the current Illinois Accessibility Code.

   (A)   Dimensions of handicapped spaces and access aisle. Each parking shall be at least 16 feet wide and stripped in conformance with the current State of Illinois Accessibility Standards. Adjacent parking spaces shall not share a common access aisle. All access aisles shall blend to a common level with an accessible route and shall be diagonally stripped.
   (B)   Signage of handicapped spaces. Each parking space designated for handicapped persons shall comply with the current state statute as amended and meet the requirements of the current U.S. Department of Transportation Standards for the required sign. Signs shall be vertically mounted on a post or a wall at a the front of the parking space, no more than five feet from the front of the parking space, and set a minimum of four feet, maximum six feet from grade level to the bottom of the sign. Each sign designating a parking facility for persons with disabilities shall also exhibit sign specifying the fine.
   (C)   Bicycle parking. All uses providing over 25 spaces shall provide space and facilities for bicycle parking.

§ 22.116 LAND-BANKED PARKING.

   (A)   Except for single family uses, up to 25% of the required parking spaces of an off-street parking lot may be land-banked during the site plan review process as follows:
      (1)   Sufficient evidence must be provided by the applicant that supports the deferment of the reduced parking needs.
      (2)   The area proposed for land-banking of parking spaces must be an area suitable for conversion to parking at any time as may be required by the Village or at such time when the needs arises.
      (3)   The land-banked parking area must be landscaped.
      (4)   The land-banked parking area cannot be used for any other use, such as storage, and cannot be used to fulfill other landscape requirements of this ordinance.
      (5)   As part of the site plan review process, the applicant must show the location of the land-banked parking area and demonstrate compliance with the parking standards outlined in this ordinance.

§ 22.117 OFF-STREET LOADING STANDARDS.

   (A)   Location and size standards of loading spaces. All required loading spaces shall meet the following standards:
      (1)   On the same lot as the use to be served, except when collectively provided as central loading facilities in conformance with the requirements in this chapter;
      (2)   Twenty-five feet or more from the right-of-way lines of the nearest point of intersection of any streets;
      (3)   Outside of the required front and corner side yards;
      (4)   In such a manner that no portions of a vehicle shall project into a street; and
      (5)   Each loading berth/space shall be a minimum of ten feet in width and 35 feet in length, exclusive of drive aisles and maneuvering space, and shall have a vertical clearance of at least 15 feet.
      (6)   All off-street loading spaces must be located a minimum of 50 feet from the lot line of any residential district and shall be screened pursuant to the screening requirements as outlined in § 22.132 of this chapter. Loading berths located in the side or rear yards and adjacent to property zoned non-residential must be screened from said adjoining properties as well as the public view by a solid wall or fence that is a minimum of six feet tall.
      (7)   All off-street loading berths and spaces must be located and designed in a manner where trucks are able to maneuver into the loading berth or space on site without having to conduct said maneuvers in the public right-of-way.
      (8)   Any trailer stored on site shall require a conditional use for outdoor storage.
   (B)   Surfacing of loading areas. All open off-street loading spaces and related vehicular access drives and aisles shall be surfaced with a hard-surfaced all-weather dustless material, such as asphalt or concrete. Asphalt shavings and other similar material shall be prohibited.
   (C)   Collective provision. Loading spaces required for individual lots may be collectively provided in central facilities provided that all of the following requirements are met:
      (1)   The number of spaces provided is not less than that required by the total floor space for each category of use served;
      (2)   Each lot served has direct access to the central facilities without crossing streets at grade;
      (3)   The central facilities are not more than 500 feet from any lot they serve;
      (4)   Any tunnel or ramp between the central facilities and any lot served is at least seven feet wide and has a vertical clearance of at least seven feet;
      (5)   Written covenants and easements approved by the village and recorded with the county provide for the retention, maintenance and use of such facilities;
      (6)   No space shall at the same time fully or partially serve to meet the requirements for both off-street parking and loading facilities; and
      (7)   Uses smaller than the smallest values given for each category, shall be provided with other receiving facilities for motor vehicles judge adequate by the President and Board of Trustees.

§ 22.118 SITE LIGHTING.

   (A)   All lighting used to illuminate off- street parking and off-street loading areas shall be shielded or otherwise optically controlled so as to provide glareless illumination in such a manner as not to create a nuisance on adjacent property.
   (B)   All off-street parking and off-street loading areas with lighting shall limit spillage onto adjacent property. Maximum horizontal foot candles as given off by the neighboring property as measured in the following districts shall not exceed the following:

   (C)   Off-street light poles shall not exceed a height of 30 feet and shall include an LED lamp and luminaire lighting system with a fixture that is fully shielded and has a flat bottom optically controlled sharp cut-offs.
