PLANNING AND ZONING BOARD
1.1. The Planning and Zoning Board shall draw up and adopt reasonable rules of procedure to govern the conduct of its work not inconsistent with the provisions of or other ordinances or resolutions adopted by the City Commission.
1.2. Such rules shall provide for the election of officers, for the time and place of regular meetings, for special meetings, for the agenda of meetings and for the conduct of hearings.
The Planning and Zoning Board shall hold at least one (1) regular meeting each month, and such additional or special meetings if called by City Manager, City Commission, or Community Development Director necessary for the proper performance of its duties. Monthly meetings may be waived by the Community Development Director, by written notice, when there are no items to be considered by the Planning and Zoning Board.

The Planning and Zoning Board shall act in an advisory capacity to the City Commission and make such studies and investigations, in addition to these required by these regulations, as may be requested by the City Commission.
The Planning and Zoning Board shall recommend to the City Commission amendments to the Comprehensive Plan and Land Development Regulations, including amendments relating to the boundaries of the various zoning districts and regulations pertaining thereto. All amendments must be approved by the City Commission.

All notices shall be in accordance with the requirements of Article VIII, section 10. However, when any changes or amendments pursuant to section 4 are initiated by the City, notice requirements shall be in accordance with Florida Statutes.
Except for those meetings called by the City Manager and/or City Commission, the meetings of the Planning and Zoning Board shall be held at a place located within the City of Lauderhill and each member of the Planning and Zoning Board of the City of Lauderhill shall be advised in writing or in person of the date, time and place of each meeting in such a manner as to insure the receipt of such notice in writing or such notice given in person at least twenty-four (24) hours prior to the date and time when the said meeting shall be held. Insofar as possible, the next date, time and place for the next succeeding meeting of the Planning and Zoning Board shall be announced to all members of the Planning and Zoning Board and to all members of the public at the conclusion of each meeting. In addition, the secretary of the Planning and Zoning Board shall see that a notice specifying the date, time and place for the holding of a meeting of the Planning and Zoning Board is posted at City Hall at least four (4) days prior to the holding of a meeting of the Planning and Zoning Board. This requirement may be waived in the event of an emergency, as certified by the Planning and Zoning Board, by a majority vote, but notice must then be given to the extent possible.

The secretary of Planning and Zoning Board shall, prior to the holding of each meeting, prepare an agenda for that meeting. This agenda shall be posted at City Hall along with the notice of the holding of the meeting. The Planning and Zoning Board shall adhere to the agenda and may vary from its terms only by a majority vote of those members present. A copy of the agenda shall be available at each meeting for each member of the Planning and Zoning Board.
The majority of the members of the Planning and Zoning Board shall constitute a quorum at any meeting.
The secretary of the Planning and Zoning Board shall maintain adequate and accurate records of the business to come before the Planning and Zoning Board of the City of Lauderhill and all action taken thereon.
It shall be the responsibility of the Chairperson of the Planning and Zoning Board to conduct all meetings in such a manner as to expedite the handling of all business which shall come before the Board for consideration. The Chairperson shall maintain order at the meeting and shall be responsible for the orderly conduct of business in accordance with Robert's Rules of Order.
At the first meeting following the appointment of a new Board, the Board shall, by a majority vote, elect a Chairperson and Vice-Chairperson.
11.1.
Chairperson shall be the executive officer of the Board, shall preside at all meetings and shall be responsible for the conduct and decorum to be preserved at meetings.
11.2.
Vice-Chairperson shall perform all functions of the Chairperson in the absence of the Chairperson.
11.3.
The most tenured Board member shall perform all functions of the Chairperson in the absence of the Chairperson and Vice-Chairperson.
11.4.
If the office of Chairperson shall become vacant, the Vice-Chairperson shall succeed to the position of Chairperson.
11.5.
If the position of Vice-Chairperson shall become vacant, the Board shall elect a new Vice-Chairperson.

The term of office of each member shall begin upon his or her appointment and terminate concurrent with the expiration of the term of the City commissioner that appointed the member. Sitting board members may continue to serve up to sixty (60) days following the expiration of their term until a new appointment is made by the appointing City commissioner for the new term. If a City Commissioner should leave or be removed from officer for any reason prior to the natural expiration of their term, the appointed board member's term shall also expire. In addition to one (1) appointment by each individual commissioner concurrent with their seat term, the commission as a Whole shall also appoint two (2) members who shall serve for a staggered two-year term. Members may serve more than one (1) term on the Board.

The Vice-Chairperson of the Board shall assist the Chairperson in any manner which the Chairperson shall designate; and in the absence of the Chairperson, the Vice-Chairperson shall perform all the functions and duties of the Chairperson.
The Board shall maintain all records as required by law.
The Planning and Zoning Board is designated to be the City of Lauderhill Local Planning Agency. When a Comprehensive Plan or Zoning District Map amendment would, if approved, increase residential density, then the Local Planning Agency shall include a representative of the School Board. The School Board representative shall be a nonvoting member and must have the requisite technical requirements, background or experience to serve as a Planning and Zoning Board Member. The School Board representative shall not count toward the quorum requirements of the Local Planning Agency.
