The regulations in this article are adopted in order to provide needed off-street parking in connection with the Business District to reduce traffic congestion resulting from the use of streets as places for storage of automobiles, to protect the character of neighborhoods, to provide for a higher standard of land use development within the Borough and thus to promote and protect the public health, safety, comfort, convenience, prosperity and other aspects of the general welfare.

Screen planting of a dense evergreen material not less than four feet nor more than six feet in height shall be provided in any location where lights from vehicles within an off-street parking area for more than five vehicles may shine directly into windows of adjacent residential buildings. In lieu of screen planting, a wooden fence of woven lattice, masonry wall or wooden louvre type or split cedar fence with a maximum of three-fourths-inch spacing may be provided not less than four feet nor more than six feet in height, maintained in good condition and without advertising.

Any lighting used to illuminate any off-street parking area shall be so arranged as to reflect the light away from adjoining residential premises.

The parking area shall be located within the property line.

All minimum requirements for off-street parking shall be met at the time of erection or enlargement of any main building or structure and shall include provisions for adequate ingress and egress.

Within the Business District, there shall be provided, at the time of construction, enlargement or increase in capacity or change in use of any building or structure, improved and usable off-street parking spaces for automobiles in accordance with the requirements of this article.

The size of a parking space for one vehicle shall consist of a rectangular area having dimensions not less than nine feet wide and 18 feet long.

Only one curb cut shall be permitted per lot. No curb cut shall exceed 12 feet in width at the curbline, except that a curb cut of up to 20 feet in width at the curbline shall be permitted at those premises on which a two-car garage is located if the front wall of the garage is set back not more than 35 feet from the curb adjacent to the premises.

In the case of mixed uses, the total requirements of off-street parking spaces shall be the sum of the requirements for the various uses computed separately.

Nothing in this article shall allow for off-street parking spaces supplied collectively which provide less than the sum of the requirements for the various uses computed separately.

All uses not covered in this article shall have their parking requirements determined by the Planning Board upon submittal of an application for a building permit. Requirements outlined in this article shall be used as a guide for the determination.
