Parking Regulations
§ 310-237 Purpose and intent.
It is the intent of these requirements that adequate off-street parking and loading facilities are to be provided for each use of land. Requirements are intended to be based on the demand created by each use. These requirements shall apply to all uses in all zones.
§ 310-238 Design requirements for parking facilities.
A.
All construction and design requirements for off-street parking facilities are located in Chapter 265, Subdivision and Land Development.
B.
Location. All parking off-street parking and loading facilities shall be provided on the premises except that, after Zoning Hearing Board approval, all or part of the required number of off-street parking spaces may be provided on a separate lot or lots within 500 feet from such premises (see § 310-207).
§ 310-239 Minimum off-street parking space requirements.
A.
The following minimum number of off-street parking spaces shall be provided in accordance with the proposed use. All structures and uses not specifically mentioned below shall be provided with sufficient spaces to accommodate the vehicles of all persons regularly to be employed, to have business therein, or to reside on the premises.

B.
All other uses. For uses permitted by right but where no parking requirement is specified, the minimum parking requirement shall be one space for each employee computed on the basis of the estimated maximum number of employees on duty at any one time, plus one space per 500 square feet of gross floor area. Where a use is permitted by special exception or by conditional use approval and where no parking requirement is specified in this section, the minimum parking requirement shall be one space for each employee computed on the basis of the estimated maximum number of employees on duty at any one time, plus one space per 500 square feet of gross floor area, unless the Zoning Hearing Board or Board of Supervisors, as appropriate, determines that a greater number of spaces is required.
§ 310-240 Handicapped parking.
Handicapped accessible parking shall be provided in accordance with the requirements of the Americans with Disabilities Act, as may be amended from time to time. Handicapped accessible parking spaces shall be properly posted in accordance with applicable state laws.
§ 310-241 Combined spaces.
When any lot contains two or more uses having different parking requirements, the parking requirements for each use shall apply to the extent of that use. Where it can be conclusively demonstrated that one or more such uses will be generating a demand for parking spaces primarily during periods when the other use or uses is not or are not in operation, the Planning Commission may reduce the total parking spaces required for that use with the least requirement.
§ 310-242 Multiple uses in single structure.
When two or more uses that require off-street parking spaces are located in a single structure, the separate parking requirements for each use shall be applied.
§ 310-243 Bus parking.
When a theater, restaurant or other commercial or institutional use can document that a notable percentage of their customers will be transported to and from their premises in buses, the Board of Supervisors, as part of the Land Development Plan approval process, may approve the substitution of bus spaces for required parking spaces. When approved by the Board of Supervisors, one bus parking space may be substituted for seven required parking spaces to a maximum of 10 total bus spaces in lieu of a maximum of 70 total required parking spaces. No substitution of required parking spaces shall be approved for any bus spaces in excess of 10. In addition, the substitution of required parking spaces by bus spaces shall not exceed 25% of the total required parking spaces.

§ 310-244 Horse-drawn vehicle (buggy) parking.
When a commercial or institutional use can document that a notable percentage of their customers will be transported to and from their premises in horse-drawn vehicles (buggies), the Board of Supervisors, as part of the Land Development Plan approval process, may approve the substitution of buggy spaces for required parking spaces. When approved by the Board of Supervisors, one buggy parking space may be substituted for one required parking space. In addition, there shall be no limitation on the number of buggy spaces that may be substituted for required parking spaces.
§ 310-245 Off-street loading and unloading space.
Adequate off-street loading and unloading space shall be provided on the same premises with every building or part thereof hereafter erected or occupied for any use which involves the receipt or distribution of materials or merchandise by motor vehicles. This space shall be so placed and arranged as not to interfere with the free movement of vehicles and pedestrians over a public road.
§ 310-246 Parking and storage of vehicles.
Automotive vehicles or trailers of any kind or type without current required licensed plates and current inspection stickers shall not be parked or stored on any property within the Township, unless the same are kept in a completely enclosed accessory building. The requirement of this section shall not be applicable to implements and other vehicles not normally used as conveyance on the public highway.
§ 310-247 Reservation of parking spaces for future use.
The Township may approve leaving up to 25% of the required off-street parking spaces as landscaped areas reserved for future use, provided that:
A.
The applicant clearly shows the reserved parking spaces on the land development plan;
B.
The reserved parking areas shall not be counted towards meeting the minimum open space or landscaping or buffering requirements of this or any other applicable Township ordinances;
C.
All drainage facilities shall be calculated and built as though the reserved parking areas were impervious surfaces; and
D.
The reserved parking areas shall not be used for any purpose other than landscaped open space or temporary overflow parking during special holiday seasons or sales.
§ 310-248 Prohibited uses of required off-street parking spaces.
Vehicle parking lots are for the sole purposes of accommodating the passenger vehicles of persons associated with the use that requires them. Parking lots shall not be used for the following and/or loading purposes:
A.
The sale, display or storage of automobiles or other merchandise.
B.
Parking/storage of vehicles accessory to the use.
C.
Performing services (including services to vehicles).
D.
Required off-street parking space shall not be used for loading and unloading purposes except during hours when business operations are suspended.
