OFF-STREET PARKING

Sec. 26-262. - Purpose.

The purpose of this division is to provide regulations to ensure safe and efficient circulation of vehicles and pedestrians on public and private streets and to minimize nuisances from on-street parking.

Sec. 26-263. - General requirements.

(a)

Off-street automobile storage or parking space shall be provided on every lot, tract or parcel on which any permitted use or conditional use is established in accordance with this chapter.

(b)

No structure hereinafter may be erected nor shall any of the following uses be established unless the minimum number of parking spaces as required below are provided.

(c)

Each parking space shall be at least 200 square feet exclusive of area need and interior circulation and shall have access for vehicles to a public space.

(d)

Parking lots of more than five vehicles shall provide sufficient turning to prevent cars from backing into the street.

(e)

Spaces for persons with handicaps shall comply with the Americans with Disabilities Act, 42 USC 12101 et seq.

Sec. 26-264. - Location on other property.

If the required automobile parking spaces cannot be provided on the same lot where the principal use is located, the zoning board may permit such space to be provided on other off-street property, provided that such property lies within 400 feet of the main entrance to such principal use. Such automobile parking space shall be associated with the principal use and shall not thereafter be reduced or encroached upon in any manner.

Sec. 26-265. - Extension of parking space in residential districts.

Required parking space may extend up to 100 feet into a residential district, provided that the parking space adjoins a commercial or industrial district and has its only access on the same street as the property for which it serves and is separated from abutting residences by a planted buffer strip as established in division 4 of this article.

Sec. 26-266. - Number of required spaces.

In addition to the number of spaces required by the Americans with Disabilities Act, 42 USC 12101 et seq., off-street automobile storage or parking space shall be provided with vehicular access to a public street, and it shall be equal to or greater than the minimum requirements for the specific use set forth below:

Club and lodges, noncommercial One space for each 300 sq. ft. of GFA
Library, museum One space for each sq. ft. of floor area for public use
Schools, public or private elementary/junior One space for each 30 pupils
Schools, public or private high school One space for each teacher and full time employee and one space per three students
Schools, post-secondary and technical One space per student, plus an additional space for each teacher and full time employee
HEALTH FACILITIES
Hospital, nursing home One space for each two beds plus one space for each staff member or visiting doctor and one space for each two employees including nurses
Funeral parlors One space for each four seats in the chapel
Medical, dental and health clinics One space for each 200 sq. ft. of GFA plus one space for each doctor and employee
Veterinary clinics and kennels Four spaces per doctor plus one space per employee
COMMERCIAL
Automobile sale and repair garages One for each regular employee plus one space for each 250 sq. ft. of floor area used for repair work
Bank or financial Institutions One space per 200 sq. ft. of GFA
Barbershops, beauty salons Three spaces per workstation
Convenience stores One space per 200 sq. ft. of GFA
Dry cleaners One space per sq. ft. of GFA
Gas stations, full service One space per employee plus three spaces per service bay or similar facilities
Gas stations, self-service One space per employee
Grocery stores One space per 200 sq. ft. of GFA
Hardware stores One space per 200 sq. ft. of GFA
Liquor stores One space per 200 sq. ft. of GFA
Motels, hotels One space per room or suite plus one space for each two employees
Offices (business, professional) One space for each 300 sq. ft. of GFA
Restaurants, drive-in, carry-out One space for each 200 sq. ft. of GFA plus one space for each four employees
Restaurants, sit-down One space per four seats plus one space for each four employees
Retail establishments, general merchandise One space per 200 sq. ft. of GFA
Shopping centers, under 400,000 sq. ft. of gross leasable area (GLA) One space per 165 sq. ft. of GLA
Shopping centers, Over 400,000 sq. ft. of GLA One space per 180 sq. ft. of GLA
Theaters One space per three seats
Wholesale establishments, warehouses One space for each three employees
INDUSTRIAL
Industrial establishments One space for each two employees at maximum employment on a single shift, plus one space for each company vehicle operating from the premises

Sec. 26-267. - Uses not specified.

In the case of a use not specifically mentioned in this division, the requirements for off-street parking facilities shall be determined by the zoning board. Such determination shall be based upon the requirements set forth for the most comparable use specified in this division.

Sec. 26-268. - Variance by zoning board.

The zoning board may, at its discretion, reduce the minimum number of parking spaces required for a specific use, provided that sufficient evidence is presented justifying the need for reduction in the requirements and every effort has been made to provide off-street parking in accordance with the stipulations of this division.
