- TRAFFIC, PARKING AND ACCESS

Sec. 135-133. - Traffic, parking and access.

(a)

Traffic visibility. No obstructions, such as structures, parking or vegetation, shall be permitted between the heights of 2½ feet and ten feet above the plane through the mean curb grades within the triangular space formed by any two existing or proposed intersecting street or alley right-of-way lines and a line joining points on such lines located a minimum of 15 feet from their intersection. This regulation shall not apply to the trunks of trees and posts not over six inches square or in diameter.

(b)

Loading requirements. In all districts, adequate loading areas shall be provided so that all vehicles loading, maneuvering, or unloading do not completely block any lane of traffic.

(c)

Off-street parking requirements. In all districts in connection with every use or structure, except those in existence prior to the effective date of the ordinance, there shall be provided, at the time any use or building is erected, enlarged, extended, or increased off-street parking spaces for all vehicles in accordance with the following:

(1)

Adequate access. Adequate access to a public street shall be provided for each parking space, and driveways shall be at the curb at least 16 feet wide for one- and two-family dwellings and a minimum of 24 feet for all other uses.

(2)

Size. Each parking space shall be a minimum of ten feet wide by 20 feet long, exclusive of the space required for ingress and egress.

(3)

Location. Location to be on the same lot as the principal use or not over 400 feet from the principal use.

(4)

Collective provision. Off-street parking facilities for separate uses may be provided collectively if the total number of spaces so provided is not less than the sum of the separate requirements for each such use and provided that all regulations governing location of accessory parking spaces in relation to the use served are adhered to.

(5)

Design. The required number of parking areas shall be graded and surfaced so as to be dust free and properly drained. All parking areas shall be arranged to provide for orderly and safe parking. Curbs and barriers shall be installed to prevent parked vehicles from extending over any lot lines or public ways.

(6)

Maintenance. The owner of property used for parking shall maintain such area in good condition without holes, and free of dust, trash, and other debris.

(d)

Number of off-street parking spaces required. For purposes of this article the following off-street parking space requirements shall apply:

(e)

General interpretations. In the interpretation of this section, the following definitions and rules shall apply:

(1)

In the case of structures or uses not mentioned the provisions for a use which is similar shall apply and shall be determined by the building inspector.

(2)

Parking spaces for uses not similar to those mentioned in this section shall be determined by the plan commission.

(3)

Combinations of any of the above uses shall provide the total of the number of spaces required for each individual use.

(4)

Fractional numbers shall be increased to the next whole number.
