The City Council may from time to time, on its own or on petition, amend, supplement, change, modify or repeal by ordinance the boundaries of zones, districts or restrictions established. However, no such amendment, supplement, change, modification or repeal shall become effective until after a public hearing in relation thereto is held by the Planning and Zoning Commission for its recommendation and report to the City Council. At such public meeting parties in interest and citizens shall have an opportunity to be heard. At least fifteen (15) days' notice of the time, date, place and purpose of such hearing shall first be published in a newspaper having a general circulation within the City of Louisiana, Missouri.

In case of a protest against such change duly signed and acknowledged by the owners of thirty percent (30%) or more either of the areas of land (exclusive of streets and alleys) included in such proposed change and within an area determined by lines drawn parallel to one hundred eighty-five (185) feet distance from the boundaries of the district or area proposed to be changed, such amendment shall not become effective except by a favorable vote of two-thirds (2/3) of all members of the City Council. The provisions of Subsection (A) of this Section pertaining to public hearings shall apply equally to all changes or amendments.

If the Planning and Zoning Commission makes no report to the City Council within sixty (60) days of the receipt of such request and has not requested or received an extension of time, the City Council shall consider the Planning and Zoning Commission as having made a favorable report. The amendment shall then be considered by the City Council at their next regular meeting.
