ARTICLE XI

SITE PLAN REQUIREMENTS

Sec. 1100.- General.

Various sections of this appendix require site plans for specific types of development at various stages of the development process. Three types of site plans are required, including conceptual site plans, predevelopment site plans and final site plans. Requirements for each type of these site plans are specified in this article.

Sec. 1101. - Conceptual site plan.

Article XV of this appendix requires a conceptual site plan be submitted with any rezoning application for an RS-65, RM, RMTH, RMP, OI, NB, CB, GB, LI, HI and PUD zoning district. Said site plan shall meet the standards and content specifications outlined in this section.

1101.1.

General standards and specifications. All required conceptual site plans shall meet the following standards and specifications:

(A)

Said conceptual site plans shall include:

(1)

A location map showing all principal arterial highways within two miles of the proposed district (no scale is required).

(2)

Topography at ten-foot contour intervals (these intervals may be interpolated from the USGS maps or any other recognized source).

(3)

Location and elevation of the 100-year floodplain on the property subject of the proposed zoning.

(4)

Dimensions of the boundary of the proposed district.

(5)

Date, north arrow and datum.

(6)

Scale of the site plan.

(7)

Name, address and telephone number of the owner of the property subject of the proposed zoning.

(8)

Name, address and telephone number of the owner's representative who is capable of answering questions regarding the site plan.

(9)

Location and description of proposed recreation and buffer areas.

(10)

General layout of proposed major streets or driveways.

(11)

Acreage of property and proposed number of residential lots, dwelling units or mobile home spaces (as appropriate).

(12)

Location and acreage of all major utility easements greater than 20 feet in width.

(13)

Approximate locations of proposed common driveways and parking areas exceeding 7,000 square feet, unless the zoning administrator deems a larger threshold to be appropriate.

(B)

At least two copies of the conceptual site plan shall be submitted with the rezoning application.

(C)

Scale of site plans shall be at one inch equals 100 feet unless otherwise approved by the zoning administrator prior to submission or stated elsewhere in this appendix.

1101.2.

RS-65 and RMP districts. Standards and content specifications for conceptual site plans for proposed RS-65 and RMP districts are as specified under subsection 1101.1 of this section.

1101.3.

RM and RMTH districts. Standards and content specifications for conceptual site plans for proposed RM and RMTH districts are as follows:

(A)

As specified in subsection 1101.1 of this section;

(B)

General layout of proposed circulatory systems; and

(C)

Approximate locations of any proposed structures planned to be over three stories in height.

1101.4.

OI, NB, CB, GB, LI and HI districts. Standards and content specifications for conceptual site plans for proposed OI, NB, CB, GB, LI and HI districts are as follows:

(A)

As specified in subsection 1101.1 of this section;

(B)

Approximate locations of proposed loading and unloading areas when abutting residential property or adjoining a principal arterial roadway; and

(C)

Approximate locations of any proposed structures planned to be over 30 feet in height when abutting residential property.

1101.5.

PUD districts. Standards and content specifications for conceptual site plans for proposed PUD districts are as follows:

(A)

As specified in subsection 1101.1 of this section;

(B)

Approximate locations and description of major or significant water bodies on the property of the proposed district;

(C)

Approximate boundaries, and dimensions of said boundaries, of each specific use area proposed for the district. Separate use areas shall be shown as follows: Single-family detached housing areas with lots of at least 11,250 square feet, other single-family detached housing, fee simple attached townhouse, other multiple-family housing, commercial, office/institutional and industrial area;

(D)

For each residential use area specified in subsection 1101.5(C) of this section, the number of dwelling units to be allowed by type of structure (single-family detached, single-family attached and multiple-family). Multiple family apartment areas should have a description of the proposed bedroom mix;

(E)

Requirements specified in subsections 1101.3(B) and (C) of this section;

(F)

For each office/institutional, commercial and industrial area the approximate location, maximum height and maximum square footage of each major structure (also the proposed uses to be allowed in each area);

(G)

General layout of all proposed major collector streets; and

(H)

Acreage of each of the proposed use areas specified in subsection 1101.5(C) of this section.

1101.6.

Miscellaneous provisions.

(A)

Conceptual site plans for rezoning applications for conditional structures and uses shall meet the requirements for the district which the zoning administrator determines is most comparable to the structure and use to be proposed.

(B)

When considering authorizing a scale other than one inch equals 100 feet, the zoning administrator shall consider the district being requested, the dimensions and acreage of the property which is the subject of the proposed rezoning, and the size and clarity of the site plan.

Sec. 1102. - Predevelopment site plans.

Article XII of this appendix requires the zoning administrator to review and approve, disapprove or approve with modifications site plans for specific types of developments prior to any issuance of a development permit. Said predevelopment site plans shall meet the standards and content specifications in this section; provided, however, that the zoning administrator or the department of transportation and development may waive some of these requirements when it is deemed appropriate, reasonable and consistent with the intent of this appendix.

1102.1.

Contents. Said predevelopment site plans shall include:

(A)

A location map showing the subject property relative to all major collector and principal arterial roads within two miles of the proposed development (no scale is required).

(B)

Location and elevation of the 100-year floodplain.

(C)

Bearings and dimensions of the boundary of the tract.

(D)

Date, north arrow and datum.

(E)

Scale of the site plan.

(F)

Name, address and telephone number of the owner of the property and the developer responsible for the development.

(G)

Name, address and telephone number of the surveyor and/or engineer in charge of the project.

(H)

Zoning of the property and any special conditions attached to said zoning.

(I)

Acreage of the project site with a separate calculation of the acreage of any land included in a 100-year floodplain and any land included within a utility easement greater than 20 feet in width.

(J)

Layout of all proposed driveway, parking and loading/unloading areas, including the number of such parking spaces and square footage of such areas.

(K)

Locations, dimensions and square footage of all proposed structures.

(L)

Locations and widths of all private streets to be included in mobile home parks, industrial parks, apartment complexes, commercial centers and/or office parks.

(M)

For residential developments, the location, character and square footage of all recreation and common areas.

(N)

For mobile home parks, the appropriate dimensions of all spaces, building lines for spaces and locations of refuse collection pads and/or compactors.

(O)

Locations, dimensions and character of proposed buffer areas.

(P)

Seal or stamp of surveyor and/or engineer responsible for the project.

(Q)

For multiple-family developments, the minimum size of each type of dwelling unit (efficiency, one-bedroom, etc.) and the number dwelling units by such type in each building.

(R)

The boundary line for grading and clearing activities.

(S)

Dimensions of each type of parking space, parking aisle, loading zone and related buffers and screening.

(T)

Such other information as the zoning administrator determines is necessary to determine compliance with this appendix.

1102.2.

Scale. All predevelopment site plans shall be of the scales indicated below unless the zoning administrator approves a different scale for the specific development prior to submission of the plan:

(A)

Multiple-family projects: one inch equals 50 feet.

(B)

Mobile home parks: one inch equals 50 feet.

(C)

Other projects: one inch equals 20 feet.

Sec. 1103. - Final as-built site plans.

Final as-built site plans shall be required for all developments requiring a predevelopment site plan and shall be at the same scale as the predevelopment site plan for the same project. The as-built site plan shall contain the same information as the predevelopment site plan requirements for the same project. The zoning administrator may, if he deems it appropriate, accept a certification by the owner and surveyor/engineer that the project was built in conformity with the approved predevelopment site plan except for specific changes indicated on the plan.
