Site Plan Review and Certified Plot Plan
§ 300-56 Site plan.
A.
Prior to construction of any proposed use, a site plan is required.

In order to assure the satisfactory development and use of recorded sites within all zone districts, except for single-family dwellings in R Districts, in addition to conforming to any and all regulations pertaining thereto that are specifically set forth in this chapter, the site plan shall be in accordance with an approved site development plan. Such plan shall be submitted to the Lower Burrell Planning Commission for its review and approval as well as to obtain the recommendation of other reviewing bodies requesting same for the issuance of a building permit to occupy or use the lot for the uses prescribed in this chapter. The Planning Commission is delegated power of approval for site plans under this article.

The site plan for a planned residential development shall conform in particular to provisions under Article VIII.

Before commencing site preparation or construction of any structure, the site plan must have the approval of the Planning Commission and the recommendation of Council when requested by the Planning Commission. The site plan shall show, as proposed, the location of main and accessory structures on the site and in relation to one another; traffic circulation within the site; the location of vehicular access onto the site; the height and bulk of structures; the provision of automobile parking; the provision of other open space on the site; and the handling of stormwater drainage or controls; the landscaping, paving, fencing and walls, and display of signs. Street opening permit must be submitted with site plan. (See Chapter 260, Subdivision and Land Development.)

When reviewing a site plan, the Planning Commission may act upon the plan submitted to it or may act on its own initiative in recommending the approval of a site plan. In considering any site plan, the Planning Commission and Zoning Hearing Board shall endeavor to assure safety and convenience of traffic movement both within the site covered and in relation to access streets, harmonious and beneficial relationships of structures and uses on the site as well as contiguous properties. To this end, the Planning Commission and City Council may limit vehicular access. Special consideration shall be given to vehicular access to and from arterial roads.

Submission procedure. Each required site development plan shall be submitted, in writing, to the Planning Commission at least 10 days prior to its next scheduled meeting.
(a)
Submission of preliminary site plan. An owner or owners requiring approval of a site development plan for any industrial, commercial or residential development shall submit a written letter of application to the Planning Commission, together with at least five prints of each drawing submitted as part of the preliminary site development no later than 10 days prior to the Planning Commission meeting at which consideration is desired.

Preliminary approval.

If the preliminary site development plan is approved by the Planning Commission, the owner is authorized to proceed with the preparation of the final site development plan. Conditional preliminary approval may be given by the Planning Commission subject to modifications or changes requested and recorded by the Planning Commission, in which case the final site development plan may be prepared to include such modifications or changes. A statement approving or disapproving the preliminary site development plan shall be signed by the Chairman or Vice Chairman of the Planning Commission and attached to and made part of the preliminary site development plan.

If a variance or special exception is required from the Zoning Hearing Board which is in any way related to the preliminary site development plan, the Planning Commission shall give only conditional approval which shall not be binding if such variance or special exception is denied by the Zoning Hearing Board.

Preliminary approval shall confer upon the owner the following rights for a six-month period from the date of approval:

Five copies of the final site development plan shall be submitted to the Planning Commission for final approval not later than five days prior to the meeting at which the plan is to be considered. The submission shall conform to all site development specifications available at the time.

When the final site development plan has been approved by the Planning Commission, the original tracing or tracings shall bear the signature of the Chairman or Vice Chairman of the Planning Commission, attested by the Secretary.
§ 300-57 Certified plot plan.
When reviewing proposed new construction or additions, alterations or revisions to any existing structure, including residential, the Building Inspector or Zoning Officer may request a certified plot plan when deemed necessary to insure compliance to yard requirements and/or other provisions of this chapter.
