Off-Street Parking and Truck Loading Space Requirements
§ 210-20 Requirements to be minimums.
Off-street parking and truck loading space requirements shall be provided for and kept available as an accessory use to all permitted and special exception uses of buildings, structures and lots in amounts not less than those specified in this article.
§ 210-21 Method of determining off-street parking space requirements.
A.
The requirement for a single use (e.g., a one-family dwelling or a retail store) shall be determined directly from the schedule of such requirements which is a part of this article.
B.
The requirement for a combination use made up of several component uses (e.g., a bowling alley combined with auditorium and a restaurant and bar, or a retail store combined with office building) shall be determined by establishing the requirements for each component use from the schedule of such requirements, which is a part of this article, and adding them together.
C.
When the required number of spaces is determined to result in a fraction, it shall be increased to the next highest whole number.
D.
If the use is not specifically listed in the schedule of such requirements, the requirement shall be the same as for the most similar listed use.
E.
A garage or carport may be used to meet the requirements of this article. A driveway may only be used to meet the requirements of this article where it serves a single- or two-family dwelling.
G.
For a shopping center in the B-SC District, off-street parking shall be no less than 4.5 spaces for each 1,000 square feet of gross leasable floor area. Each space in a shopping center in the B-SC District shall be at least nine feet wide and 18 feet long.

§ 210-22 Parking space requirements for residential uses.

The off-street parking space requirements for residential uses shall be as follows:

§ 210-24 Off-street truck loading space requirements.
Every building or structure or lot used for nonresidential purposes shall be provided with off-street truck loading spaces in accordance with the following schedule:

§ 210-25 Private garages or off-street parking areas in Residential Agriculture and Residence Districts.
B.
Not more than one commercial vehicle used for commercial purposes shall be housed or parked in a private garage or off-street parking area; further provided that there shall be no limitation on the number of agricultural vehicles permitted as accessory equipment to a farm use in an agricultural zone.

C.
No off-street automobile parking or storage space shall be used or designed, arranged or constructed to be used in a manner that will obstruct or interfere with the free use of any street, alley or adjoining property.

D.
The parking spaces provided, along with the necessary driveways and passageways, shall be placed in a manner adequate to eliminate dust and mud problems. Plans for such parking spaces are to be included with the plans for the construction of buildings and other structures and are to be presented at the time application for building permits are to be filed. Such parking areas are to be kept free of obstructions and unsightly objects. Intersections of parking areas with sidewalks or street pavements must be made in an approved manner. Provisions must be made for the adequate drainage of parking areas.

E.
No commercial motor vehicle of more than one ton's capacity shall be parked or stored overnight on the street in any residential district.

§ 210-26 Access driveway requirements.
A.
Access driveways for parking garages, public parking areas, filling stations, repair garages or trucking stations may have separate or combined entrances and exits.
B.
Every entrance or exit driveway shall have a minimum unobstructed width of 10 feet. Every combined entrance and exit driveway shall have a minimum unobstructed width of 20 feet. Parking areas with 20 spaces or more shall have at least two separate ten-foot driveways.
C.
The intersection of entrance or exit driveways with the public street shall have the same corner clearances as prescribed for intersecting streets in § 210-27.
D.
All driveways within the limits of the right-of-way shall have sufficient sight distance and a grade no more than one inch per foot from curb to right-of-way line. All driveways shall have no less than a two-inch bituminous penetration macadam wearing course from curb or street pavement line to right-of-way line. All driveways shall be graded to the satisfaction of the Village prior to the surfacing of such driveways.

Site plan review.

Whenever site plan review is required by § 210-62 of this chapter, no driveway entrances and exits and no alteration, change, relocation or construction of existing driveway entrances and exits shall be undertaken for property abutting on public or private highways and streets without written authorization from the Board of Trustees. Such approval shall be conditioned upon compliance with the provisions of § 210-62 of this chapter and shall be in addition to any other permits required for construction, change, alteration or relocation of driveway entrances and exits under any other applicable law, rule or regulation.
§ 210-27 Design requirements.
A.
All accessory off-street parking and truck loading areas shall be located in accordance with the provisions of § 210-9.
B.
The physical improvements of off-street parking and truck loading areas shall include:

All aisles within parking areas shall have a minimum width of 24 feet when the parking spaces are at a ninety-degree angle with the driveway; 18 feet when the parking spaces are at 60º; and 12 feet when the parking spaces are at 45º.
D.
Aisles and turning areas shall have adequate radii to assure ease of mobility, ample clearance and convenient access and egress.
E.
Center-line gradients of aisles shall not exceed 8%.
F.
Accessory off-street parking areas shall be marked off into parking spaces with a minimum width of nine feet and a minimum length of 18 feet or, in the case of parking spaces for trucks or special equipment, parking spaces of a minimum size to be determined by the municipality based on the nature of the parked vehicle.
G.
An accessory off-street truck loading space shall have a minimum width of 12 feet, a minimum length of 25 feet and a minimum clear height of 14 feet. The related aisle shall have the same minimum width and clear height.
§ 210-28 Exemptions and waivers.
A.
Existing buildings and uses are exempt. The provisions of this article shall not apply to any building or structure or lot lawfully in use at the effective date of this chapter whether continued as a permitted or legal nonconforming use or thereafter converted or changed without enlargement to a different lawful use having the same parking and truck loading requirements.[1]
