26 - PARKS, OPEN SPACE ZONE

The city recognizes the importance of open space, recreation, and parks for its residents to enhance the quality of life and community in the city. In awareness of this fact, there is established a parks and open space zone as defined in the official zoning map of the city of Medical Lake.

The parks, open space zone is primarily intended for community recreational facilities such as golf courses, parks, trails, swimming pools and areas that have been preserved as open spaces and other uses as provided by this chapter. This chapter shall provide for and protect open space, natural physical features, and scenic resources in accordance with the city comprehensive plan. This zone shall provide for planned residential developments that largely incorporate recreational facilities and are completed in such a manner as to minimize adverse effects on the environment and sensitive natural areas.

The following are permitted uses in the parks and open space zone:
(1)
Parks, open space, conservation areas and community recreational facilities in accordance with the city comprehensive plan;
(2)
Public facilities;
(3)
Retail activities associated with parks, open space, conservation areas and community recreational facilities as approved by the Medical Lake city council;
(4)
Buildings and structures associated with parks, open space, conservation areas and community recreational facilities as approved by the Medical Lake city council;
(5)
Signs in accordance with MLMC Chapter 17.39, Signs;
(6)
Fences and hedges in accordance with Chapter 17.40, Fences and Hedges;
(7)
Wireless communication service facilities in accordance with Chapter 17.52, Wireless Communication Facilities;
(8)
Landscaping in accordance with Chapter 17.40, Landscaping.

The following additional criteria shall be applied to any planned residential development in the parks open space zone.
(1)
All planned residential developments shall be a minimum of sixty acres in size.
(2)
All planned residential developments located within the parks, open space zone shall preserve and/or develop a minimum of sixty percent of the development site with parks, open space, conservation areas or community recreational facilities in accordance with the city comprehensive plan.
(3)
All residential land uses permitted in the parks, open space zone including primary and accessory in conjunction with a planned residential development shall, at a minimum, conform to the standards as set forth in Chapter 17.16 of the Medical Lake Municipal Code unless otherwise approved by the Medical Lake planning commission as part of a planned residential development.
