To achieve the purposes of this title and the act, the following zoning districts are provided:

The zoning districts are provided and achieve the purposes of the county general plan and to provide that all allowed uses:
A. Are necessary or desirable to provide a service or facility which will contribute to the general well being of the county; and
B. Will be conducted in a manner so as not to be detrimental to the health, general welfare and safety of persons or injurious to property or improvements of the immediate area or the county as a whole. (Ord. 12-12-04, 12-4-2012)
