RESIDENTIAL DISTRICTS

§ 152.070 “R-1” SINGLE-FAMILY RESIDENCE DISTRICT (SMALL LOTS).

   (A)   In the “R-1” Single-Family Residence District, land is principally used for or is best suited for detached single-family dwellings and related educational, religious, and recreational facilities. The regulations for this District are intended to stabilize and preserve sound existing single-family neighborhoods, and to promote the development of subdivisions offering a range of new conventionally-constructed single-family housing. Other types of residences (mobile homes, manufactured homes, duplexes, apartments, and the like) are strictly prohibited in this District.
   (B)   Special restrictions.
      (1)   One principal building per lot. In the “R-1” District, only one principal building shall be situated on any lot.
      (2)   No mobile homes or manufactured homes.  
         (a)   No mobile home or manufactured home shall be brought into or placed anywhere in the “R-1” District.
         (b)   No existing mobile home or manufactured home in the “R-1” District shall be immobilized, unless a special use permit is granted.
         (c)   It shall be unlawful to replace any existing mobile home or manufactured home located in the “R-1” District, without a special use permit from the Zoning Board of Appeals.
   (C)   Lot and building requirements. Every principal building erected in the “R-1” District shall conform to the following requirements:
      (1)   Minimum lot area: 5,000 square feet.
      (2)   Minimum lot width (at established building line): 50 feet.
      (3)   Minimum lot depth: 100 feet.
      (4)   Minimum setbacks:
         (a)   From front lot lines: 25 feet.
         (b)   From either side lot line: 5 feet.
         (c)   From rear lot line: 25 feet.
      (5)   Maximum building height: 35 feet.
      (6)   Minimum off-street parking: 2 spaces per dwelling unit.
   (D)   Permitted uses.
      (1)   Agriculture, including all uses commonly classified as such, provided the requirements of § 152.156 are met.
      (2)   Government uses of the village.
      (3)   Conventionally constructed single-family dwellings and modular homes.
      (4)   Accessory uses in accordance with § 152.043(A).
   (E)   Special uses. The following special uses may be allowed by special use permit in accordance with § 152.212(A):
      (1)   Churches and related religious facilities.
      (2)   Government uses other than those of the village.
      (3)   Home occupations, but only in conformity with the requirements of § 152.158.
      (4)   Schools.
      (5)   Utility substations.

§ 152.071 “R-2” SINGLE-FAMILY RESIDENCE DISTRICT (LARGE LOTS).

   (A)   The “R-2” Single-Family Residence District encompasses areas suitable for detached single-family dwellings as well as related educational, religious, and recreational facilities. The regulations for this District are intended to stabilize and preserve sound existing single-family neighborhoods, and to promote the development of subdivisions offering a range of new constructed single-family housing. Other types of residences (mobile homes, manufactured homes, duplexes, apartments, and the like) are strictly prohibited in this District.
   (B)   Special restrictions. The provisions of § 152.070(B) shall be controlling in this district.
   (C)   Lot and building requirements. Every principal building erected in the “R-2” District shall conform to the following requirements:
      (1)   Minimum lot area: 10,800 square feet.
      (2)   Minimum lot width (at established building line): 90 feet. Lots located on a cul-de-sac (only those lots on the radius of the circle) will have a minimum width of 70 feet for the front of the lot.
      (3)   Minimum lot depth: 120 feet.
      (4)   Minimum setbacks:
         (a)   From front lot lines: 25 feet.
         (b)   From either side lot line: 10 feet.
         (c)   From rear lot line: 25 feet.
      (5)   Maximum building height: 35 feet.
      (6)   Minimum off-street parking: 2 spaces per dwelling unit.
   (D)   Permitted uses. Any use permitted in the “R-1” District. (See § 152.070(D))
   (E)   Special uses. 
      (1)   Any use allowed by special use permit in the “R-1” District. (See § 152.070(E))
      (2)   Nursing homes.

§ 152.072 “R-3” TWO-FAMILY RESIDENTIAL DISTRICT.

   (A)   The “R-3” Two-Family Residence District encompasses areas suitable for both single-family dwellings, including modular homes and duplexes, as well as related educational, religious and recreational facilities.
   (B)   Single- or two-family dwelling. In the “R-3” District, only one single-family or two-family dwelling may be situated on any lot.
   (C)   Lot and building requirements. Every principal building erected in the “R-3” District shall conform to the following requirements:
      (1)   Minimum lot area: 10,800 square feet.
      (2)   Minimum lot width (at established building line): 90 feet.
      (3)   Minimum lot depth: 120 feet.
      (4)   Minimum setbacks:
         (a)   From front lot lines: 25 feet.
         (b)   From either side lot line: 10 feet.
         (c)   From rear lot line: 25 feet.
      (5)   Maximum building height: 35 feet.
      (6)   Minimum off-street parking: 2 spaces per dwelling unit.
   (D)   Permitted uses.
      (1)   Any use permitted in the “R-2” District. (See § 152.071(D))
      (2)   Two-family dwellings.
   (E)   Special uses.
      (1)   Any use allowed by special use permit in the “R-2” District. (See § 152.071(E))
      (2)   Nursing homes.

§ 152.073 “R-4” MULTIPLE-FAMILY RESIDENCE DISTRICT.

   (A)   The “R-4” Multiple-Family Residence District is established to stabilize and conserve existing neighborhoods that predominantly consist of multiple-family dwellings and to promote the development of comparable new areas in order to accommodate all persons desiring this type of residential environment.
   (B)   Lot and building requirements. Every principal building in the “R-4” District shall conform to the requirements indicated below:
NOTE: Detached single-family and two-family dwellings erected in the “R-4” District shall comply with all applicable regulations of the “R-2” District.
      (1)   Minimum lot area: 10,800 square feet or 2,400 square feet/unit, whichever is greater.
      (2)   Minimum lot width (at established building line): 90 feet or 20 feet/unit, whichever is greater.
      (3)   Minimum lot depth: 120 feet.
      (4)   Minimum setbacks:
         (a)   From front lot lines: 25 feet.
         (b)   From any side lot line: 10 feet.
         (c)   From rear lot line: 25 feet.
      (5)   Maximum building height: 35 feet.
      (6)   Minimum off-street parking: 2 spaces per dwelling unit.
   (C)   Permitted uses.  
      (1)   Any use permitted in the “R-2” District. (See § 152.071(D))
      (2)   Multiple-family dwellings.
   (C)   Special uses.
      (1)   Any use that may be allowed by special use permit in the “R-2” District. (See § 152.071(E))
      (2)   Convenience shops (such as, small drugstore, food store, laundromat).
      (3)   Quick shop as defined in § 152.007.

§ 152.074 “R-5” MOBILE AND MANUFACTURED HOUSING DISTRICT.

   (A)   The “R-5” Mobile and Manufactured Housing District is primarily intended to provide areas suitable for the placement of immobilized mobile homes, manufactured homes, or modular homes on individual lots and for the establishment of mobile home parks. This District is also intended to preserve all other residential districts.
   (B)   Mobile and manufactured housing regulations. To prevent circumvention of the mobile housing regulations set forth in Chapter 23 of the Revised Code it shall be unlawful to locate a mobile home or manufactured home anywhere outside the “R-5” District.
   (C)   Lot and building requirements.  NOTE: Special lot and building requirements are applicable to mobile home parks. (See division (F) of this section).
      (1)   Minimum lot area: 6,000 square feet.
      (2)   Minimum lot width: 50 feet at the established building line.
      (3)   Minimum lot depth: 120 feet.
      (4)   Minimum setbacks:
         (a)   From front lot lines: 25 feet.
         (b)   From either side lot line: 5 feet.
         (c)   From rear lot line: 20 feet.
      (5)   Maximum building height: 35 feet.
   (D)   Permitted uses.
      (1)   Any use permitted in the “R-2” District. (See § 152.071(D))
      (2)   Immobilized mobile homes, manufactured homes or modular homes on individual lots, provided the units conform to all applicable requirements of this section and the Revised Code. (See Ch. 23; Revised Code)
   (E)   Special uses.
      (1)   Any use that is a special use in the “R-2” District. (See § 152.071(E))
      (2)   Mobile and manufactured homes in conformity with all applicable requirements of this section.
      (3)   Multiple-family dwellings.
   (F)   Mobile and manufactured home parks. After the effective date of this chapter, no mobile or manufactured home park shall be established except in conformity with the requirements of this division:
      (1)   Minimum lot size, setback requirements:
         (a)   Minimum lot area: No mobile or manufactured home park shall be located on a tract less than five acres in area.
         (b)   Minimum dimensions: No mobile or manufactured home park shall be developed on any tract that is less than 250 feet in both width and depth.
         (c)   Minimum setbacks: No part of any mobile home, manufactured home or other structure in any mobile or manufactured home park shall be situated closer than 25 feet to any lot line of the park.
         (d)   Maximum height. No structure in any mobile home park shall be more than 35 feet in height.
      (2)   Spacing of mobile or manufactured homes:
         (a)   Every mobile or manufactured home space shall meet the following requirements:
            1.   Minimum area: 6,000 square feet.
            2.   Minimum width: 50 feet.
            3.   Minimum depth: 120 feet.
         (b)   Mobile homes, manufactured homes or modular homes within any park shall be placed so that no part of any mobile home or modular home is closer than:
            1.   Ten feet to any park street;
            2.   Twenty-five feet to any lot line of the park; or
            3.   Twenty feet to any part of any other mobile home, manufactured home, or structure.
