Nothing in this chapter shall restrict construction or use in the exercise of a local governmental function of public buildings, lands or property.

Nothing in this chapter shall restrict the construction or use of underground or overhead distribution facilities of utilities that serve the public operating under the laws of the State of Delaware. Other facilities may be constructed subject to a site plan approval.
