OFF-STREET PARKING

AND SERVICE REQUIREMENTS

§ 151.230 GENERAL PROVISIONS.

   (A)   Scope of provisions. Except as provided in this section, no application for a permit for a church, school, multi-family, commercial or industrial structure shall be approved unless there is included with the plan for the building, improvement or use, a plot plan showing the required space reserved for off-street parking and service purposes. An occupancy permit shall not be issued unless the required off-street parking and service facilities have been provided in accordance with those shown on the approved plan.
   (B)   Off-street parking required. Off-street automobile parking or storage shall be provided for every establishment and every dwelling on every lot or in a case where no parking space can be reasonably provided on the same lot, the off-street space shall be provided on any lot, a substantial portion of which is within 400 feet of the establishment or dwelling.
   (C)   Combined lot permissible. The required parking space for any number of separate establishments may be combined in one lot, but the required spaces assigned to one establishment may not be assigned to another establishment.
   (D)   Exceptions and modifications. The provisions of this section do not affect any structure or use in existence on the effective date of this ordinance until a time as the existing gross floor area is increased 10% or more.

§ 151.231 PLAN AND DESIGN STANDARDS.

   (A)   Required area for each parking space. Each automobile parking space shall contain not less than 200 square feet nor less than the minimum width for stalls as specified under division (D) below.
   (B)   Drainage, construction and maintenance. All off-street parking, loading and service areas shall be drained so as to prevent damage to abutting properties and/or public streets. All areas shall at all times be maintained, at the expense of the owners thereof, in a clean and serviceable condition.
   (C)   Separation from walkways, sidewalks and streets. All off-street parking, loading and service areas shall be separated from walkways, sidewalks and streets by curbing or other suitable protective device to eliminate the possibility of vehicle overrun.
   (D)   Parking stalls and interior driveways.
      (1)   Parking stalls and interior driveways shall have at least the following dimensions.

      (2)   Where there is no parking, interior driveways shall be at least ten feet wide for one-way traffic and 20 feet wide for two-way traffic.
   (E)   Handicap parking. Parking areas must comply with ADA requirements.

§ 151.232 MINIMUM NUMBER OF OFF-STREET PARKING SPACES REQUIRED.

   For any use or class of uses not specifically mentioned in this section, the requirements for off-street parking and loading facilities for a similar use or class of uses specifically mentioned shall apply. For commercial, industrial, institutional and governmental uses, the number of employees shall be computed on the basis of the largest number of persons to be employed on the largest shift.

1 space for each 1 bed plus 1 space for each 2 employees (nurses, attendants and the like) plus 1 space for each administrative employee and each staff or visiting doctor
Hotel
1 space for each guest room, suite or unit, plus 1 space for each 2 employees
Kindergarten or nursery
1 space for each employee and 4 spaces for off-street drive-in loading and unloading of children
Library
1 space for each 3 seats provided for patron use
Medical or dental offices or clinic
4 spaces for each practicing doctor or dentist at the office or clinic, plus 1 space for each employee
Manufactured home park
2 spaces for each manufactured home stall plus 1 space for each 2 employees; at least 1 space shall be located on each manufactured home lot if served by an interior access street or drive
Mortuary or funeral home
1 space for each 4 seats in the assembly rooms or chapels plus a minimum of 5 spaces for funeral vehicles plus 1 space for each employee
Motel
1 space for each unit plus 1 space for each 2 employees plus requirements for any other use associated with the establishment
Office, professional building or similar use
1 space for each 200 square feet of gross floor area
Outdoor recreation area (commercial), driving range, miniature golf and the like
1 space for each 3 persons able to use the facility at its maximum capacity plus 10 spaces for waiting plus 1 space for each 2 employees
Restaurant or place dispensing food, drink or refreshments
1 space for each 3 seats plus 1 space for each 2 employees

§ 151.233 OFF-STREET LOADING AND UNLOADING SPACE.

   (A)   Every building or structure used for business, trade or industry hereafter erected shall provide space as indicated herein for loading and unloading of vehicles off the street or public alley.
   (B)   The space shall have access to an alley or if there is no alley, to the street.
   (C)   For the purposes of this ordinance, an off-street loading and unloading space shall have minimum dimensions of 12 feet by 50 feet and an overhead clearance of 15 feet in height above the alley or street grade.

§ 151.234 CAMP EXEMPTION.

   Camp property is exempt from the requirements of this subchapter.
