Off-Street Parking and Loading
§ 347-101 Off-street parking requirements.

Off-street parking shall be required for all new buildings, additions to buildings and conversions to a greater residential density or conversions to other uses which require more off-street parking in accordance with the following schedule.

§ 347-102 Design of parking spaces and access.
A.
Required garages and parking areas and spaces shall be paved with either a hard-surface pavement or a pervious paving system, as detailed in the latest edition of the New Jersey Stormwater Best Management Practices Manual, and shall be accessible from similarly paved areas (herein called "aisles") which must be connected directly or by means of a similarly paved driveway to a public street. Any driveway used as an aisle must satisfy the aisle width requirements. All such paving shall be drained and properly maintained.

B.
Each required parking space for one- and two-family dwellings shall consist of a rectangular area having dimensions no less than nine feet by 19 feet and a gradient of not over 6%. Dimensions for other uses shall be as provided in § 281-9 of the Code of the Township of Montclair.

C.
Driveways shall have a minimum width of 10 feet and a maximum gradient of 10% within 20 feet of the property line.

§ 347-102.1 Mechanical parking stackers.

A.
Mechanical stackers are discouraged and shall not be permitted to count toward the minimum number of required parking spaces.
B.
Mechanical parking stackers may be permitted only with site plan approval.
C.
Mechanical parking stackers located outside shall comply with all principal building setback requirements and be fully screened from public view, both from public rights-of-way and adjacent properties.
D.
Mechanical parking stackers located within a building must ensure that the exterior facade of the area containing the units is not visually distorted from the norm and the exterior facade is consistent with other portions of the building facade to the satisfaction of the approving Board.
§ 347-103 Off-street loading.
Off-street loading space shall be provided for all business and industrial uses, except that for office buildings and other situations where off-street loading would not be practical, where determined by the Planning Board, loading at the curb may be permitted.
§ 347-104 Parking area and driveway setbacks.

All off-street parking areas shall be set back a minimum distance of four feet from property lines, with the intervening space appropriately landscaped. All driveways shall be set back a minimum distance of one foot from property lines.
