If, within one year after the date of issuance of a special exception, no construction activities have commenced upon the lot or lots subject to the special exception, then the special exception shall be considered null and void. For the purposes of this subsection, "construction activities" shall include only the following: grading, excavation, building erection, building remodeling or movement or demolition of a structure. In addition, once construction activities have started upon the subject lot or lots, said activities shall not lapse, be suspended, or be discontinued for a continuous period of more than six months, or else the special exception shall be rendered null and void. However, at any time, the right to proceed with construction activities may be extended once for an additional period of one year upon application to the Zoning Hearing Board, provided that the construction activities were commenced within the initial one-year period.
