Minimum Off-Street Parking Requirements
(i)
Interpretation of specific requirements.
(1)
The requirements of this section are in addition to space for storage of trucks, campers, recreational vehicles, or other similar vehicles used in connection with any use.
(2)
The parking requirements in this article do not limit special requirements which may be imposed in connection with uses permitted by approval of a special use or special exception.
(3)
The parking space requirements for a use not specifically listed in the chart shall be the same as for a listed use of similar characteristics of parking demand generation.
(4)
Whenever a building or use is changed or enlarged in floor area, number of employees, number of dwelling units, seating capacity or otherwise, to create a need under the requirements of this article for an increase in parking spaces of ten percent or more, such additional spaces shall be provided on the basis of the change or enlargement. No additional spaces shall be required for the first change or enlargement which would result in an increase of spaces of less than ten percent of those required before the change or enlargement, but this exception shall not apply to a series of changes or enlargements which together result in a need for an increase in parking space of ten percent or more.
(j)
Off-street loading.
(1)
On the same premises with every building or structure or part thereof erected and occupied for manufacturing, storage, warehousing, goods display, or as a department store, wholesale store, market, hotel, hospital, mortuary, laundry, dry-cleaning establishment, or other use similarly involving the receipt or distribution of vehicles, materials or merchandise, there shall be provided and maintained on the lot adequate space for standing, turning, loading and unloading services, in order to avoid interference with public use of the streets and alleys.
(2)
Loading operations shall be conducted within a building or, if outdoors, shall be conducted at the side or rear of buildings and screened from general public view from public rights-of-way or adjoining properties of equal or lower use intensity by landscaping, fencing, or similar arrangements.
(3)
Such loading and unloading space, unless otherwise adequately provided for, shall be an area 12 feet by 45 feet, with 15-foot height clearance, and shall be provided according to the following schedule:
