CHAPTER 17

56 PARKING

§ 17.56.010 Purpose.

The purpose of this chapter is to:
A. 
Establish clear and comprehensive off-street parking regulations;
B. 
Ensure adequate parking availability for a range of land uses;
C. 
Promote safe and convenient access to properties for all users; and
D. 
Use landscaping to manage stormwater and break up the visual effects of parking areas.

§ 17.56.020 Applicability.

This chapter applies to all new or expanded buildings and to tenant changes or internal remodels that result in an increase in the number of required parking spaces.

§ 17.56.030 General provisions.

A. 
Location of Parking Spaces.
1. 
Residential Parking. Parking for residential uses must be located on the same lot or building site as the units it serves unless off-site parking is specifically authorized.
2. 
Nonresidential Parking. Parking for nonresidential uses must be within three hundred feet of the building it serves, unless parking at a greater distance is specifically authorized.
B. 
Tandem Parking. Tandem parking (two vehicles parked one behind the other with only one shared entry and exit) may be used for residential developments.
C. 
Fractional Spaces. When calculating required parking spaces, all fractions of one-half or greater must be rounded up to the next whole number.
D. 
Measuring Distance to Parking. Distance between a building and parking spaces is measured from the nearest point of the parking facility to the nearest point of the building.
E. 
Parking for Unspecified Uses. Where the parking ratios for a use are not defined, the director will determine the minimum requirements based on comparable uses and available data.
F. 
Multi-Tenant Developments. Common parking areas for multi-tenant developments must provide parking equal to the combined needs of all tenants unless parking reductions consistent with this chapter are approved.
G. 
Parking for Shell Buildings. Shell buildings must provide parking consistent with the general commercial or industrial standards, based on most likely use. The director will determine most likely use based on zoning, economic trends, and similar projects.
H. 
Flexibility. The director may reduce or waive the provisions of this chapter when the applicant demonstrates an alternative proposal will meet the intended purpose of these regulations or that parking flexibility is needed to meet tree retention requirements.

§ 17.56.040 Number of spaces required.

A. 
General Standards. The general standard for each use type applies unless a more specific standard is listed.

1 on-site 10x25-foot loading area with 14-foot height clearance per 20,000 square feet of building area for nonresidential uses.

§ 17.56.050 Parking reductions.

A. 
Credit for On-Street Parking Stalls.
1. 
General. A reduction in the number of off-street parking spaces required is allowed on a one-to-one basis for each on-street parking space on an adjacent frontage provided the frontage is improved with curbs, gutter and sidewalk.
2. 
On-Street Parking Credit in the DB and WMU Zones. Uses in the DB and WMU zones may use on-street or public parking spaces to satisfy parking requirements, provided the spaces are located within five hundred feet and the total number of available stalls is one hundred fifty percent or greater than the number required.
B. 
Reductions for Alternate Transportation Programs. The director may reduce parking requirements by up to forty percent when the applicant demonstrates decreased parking demand associated with van pooling, ride matching for carpools, provision of subscription bus service, or similar programs.
C. 
Joint Use Parking Agreements. The director may reduce the number of required spaces for two or more uses when a joint use agreement:
1. 
Is supported by a parking study prepared by a licensed traffic engineer demonstrating adequate parking for the combined peak parking demand.
2. 
Accommodates parking in a district permitting the use the parking serves.
3. 
Is documented in a binding legal agreement executed by the owners of all properties subject to the agreement and recorded with the Snohomish County auditor's office.
4. 
Executed for a term of at least ten years and binding on future tenants and owners of affected properties.

§ 17.56.060 Design and dimensions.

A. 
Off-street parking for commercial and multifamily uses must be located behind the building to the maximum extent feasible. When located adjacent to a right-of-way, parking must be screened with landscaping.
B. 
Ingress and Egress. Parking areas must have access from a public or private road meeting city standards and must be designed to avoid vehicles backing out into public streets. The city engineer has the authority to determine and adjust the location, width, and manner of vehicular entry and exit for parking areas to control traffic and protect public safety and welfare.
C. 
Emergency Access. The fire department has authority to determine adequate emergency access pursuant to the International Fire Code.
D. 
Surfacing Requirements. All off-street parking areas shall be surfaced with asphalt, concrete, grass block pavers, or equivalent. Existing parking areas with legally nonconforming gravel surfacing may be used for up to six required parking spaces.
E. 
Internal Circulation. Parking stalls and directional arrows must be marked with paint or other method meeting city standards. Required pedestrian walks must be curbed or raised six inches above the lot surface.
F. 
Maximum Amount of Compact Parking Stalls. Generally, a maximum of thirty-five percent of required off-street parking spaces may be compact. Up to fifty percent of the parking stalls in a commercial parking lot or structure may be compact.

§ 17.56.070 Landscaping and lighting.

A. 
General Standards.
1. 
More Specific Requirements. Where there is a conflict between the standards in Chapter 17.58 and this chapter, the more stringent standard will apply.
2. 
Illumination. Lighting in parking and outdoor display areas must be arranged to reflect the light away from residential uses and the public right-of-way.
3. 
Protective Curbing. Six-inch protective curbing and/or when stops must be installed to protect landscaped areas from vehicle damage.
4. 
Timing of Installation. All required landscaping must be installed prior to building occupancy unless the director has authorized an alternative schedule.
B. 
Street Frontage Landscaping. Parking areas or outdoor display areas must provide a minimum of five feet of Type III landscaping (as defined in Chapter 17.58) along all street frontages, except for driveways or places plantings would obstruct the sight distance at street intersections.
C. 
Internal Landscaping.
1. 
Minimum Amount. At least ten percent of the total area in a surface parking lot must be used for landscaping.
2. 
Location. Parking lot landscaping must be located between parking stalls, at the end of parking columns, or between stalls and the property line. Landscaping located between the parking lot and a building is excluded from the internal landscaping calculations.
3. 
Size and Spacing. In parking lots with twenty or more stalls, landscaping islands of at least fifty square feet must be placed at the end of each parking row and at least every ten spaces.

§ 17.56.080 Commercial lots and structures.

A. 
General Standards.
1. 
Review Process. Conditional use approval is required consistent with criteria in Chapter 17.64, except for parking structures reviewed as essential public facilities pursuant to Chapter 17.18.
2. 
Design and Dimensions.
a. 
Parking spaces, driveway aisles, driveways, and fire lanes shall meet all applicable dimensional requirements.
b. 
Safe pedestrian routes must be provided to and through the parking facility.
3. 
Licensing and Taxes. Operators of commercial parking lots and structures must follow the city's business licensing requirements and pay all applicable parking taxes.
B. 
Commercial Parking Lots.
1. 
Eligible Lots. Lots used solely as a commercial parking lot must be a minimum of ten thousand square feet. All, or a portion of, an existing paved parking lot may be converted into a commercial parking lot when the lot has at least two more spaces than the minimum required for on-site uses.
2. 
Adequate Parking for Existing Uses. The minimum number of parking spaces required for existing uses on site must be designated and signed for exclusive use by those uses and may not be used as commercial parking.
C. 
Commercial Parking Structure.
1. 
Parking structures must comply with Chapter 17.25, Design Standards.
2. 
Location Requirements.
a. 
The parking structure must be within one-quarter mile of a public transit bus stop.
b. 
When a commercial parking structure is a secondary use on a lot, it must be located under or behind the building with the other use.
