In interpreting and applying the provisions of this chapter, they shall be held to be the minimum requirements for the promotion of the health, safety, morals and general welfare of the Borough. The chapter is not intended to interfere with or abrogate or annul other rules, regulations or ordinances of the Borough, provided that where this chapter imposes a greater restriction upon the use of land or premises or upon the construction of a building or requires larger open spaces than are imposed by such other rules, regulations or ordinance, the provisions of this chapter shall control.

All ordinances or parts of ordinances inconsistent herewith are hereby repealed, including the Muncy Borough Zoning Ordinance enacted on May 4, 1976, and its amendments. Nothing in this chapter shall be construed to affect any suit or proceeding now pending in any court or any rights accrued or liability incurred or any cause or causes of action accrued or existing under any ordinance repealed by this chapter. Nor shall any right or remedy of any character be lost, impaired or affected by this chapter.
