CHAPTER 5
13 H-C HISTORICAL/CULTURAL RESOURCE DISTRICT
§ 5.13.010 Purpose.
The purposes of the Historical/Cultural Resource District are to:
A.
Preserve and protect the historic character of Newman and its historically significant structures, neighborhoods, sites and artifacts.
B.
Promote and facilitate the restoration and rehabilitation of historically significant structures, neighborhoods and sites.
C.
Assure that buildings and building groups located in proximity to historically significant buildings are protected from noncompatible construction or reconstruction.

§ 5.13.020 Applicability.
A.
The standards and requirements of the Historical/Cultural Resource District shall apply to an area shown on the City of Newman General Plan Map and zoning district map on file at the City Planning Department office.
B.
The Historical/Cultural Resource District is a Combining District, as set forth in NCC § 5.02.010(C) and shall supplement, and be used in conjunction with, the standards and requirements of the underlying primary zoning district and other applicable codes and regulations.
C.
The standards and requirements of the primary zoning district may be superseded when applying the standards and requirements of this chapter when determined to be necessary and appropriate by the Planning Commission or Planning Director.

§ 5.13.030 Standards and requirements.
A.
Architectural design review within a Historical/Cultural Resource (H-C) District shall be required prior to any alterations, modifications or construction of any type which affects the exterior appearance of a structure, neighborhood or site which is subject to the standards and requirements of this chapter unless the Planning Director determines otherwise as provided for in subsection (C) of this section:
1.
The Architectural Review Committee shall consider all such applications for architectural design review and may request comments and/or recommendations from the Newman Historical Society prior to taking action on an application.
2.
When evaluating architectural design review applications, the Architectural Review Committee shall consider the architectural style, design, arrangement, texture, materials, colors, compatibility with the site and its surroundings, neighborhood character, architectural and/or aesthetic interest, contribution to the aesthetic and/or economic vitality of the community, effects on major interior architectural features, the City of Newman Design Guidelines, adopted area or specific plans, and any other pertinent factors.
B.
Architectural design review within a Historical/Cultural Resource (H-C) District may include the following as determined by the Planning Director as necessary for the evaluation of the proposed work:
1.
Architectural plans.
2.
Site plans indicating the location of all proposed and existing buildings and maximum and minimum distances between buildings and property or building site lines.
3.
Landscaping plans.
4.
Proposed signs with appropriate detail as to character.
5.
Proposed exterior lighting arrangements.
6.
Elevations of all portions of structures with important relationships to public view (with indications as to construction materials and textures).
7.
Photographs or perspective drawings indicating visual relationships to adjoining structures and spaces.
8.
Grading plans.
C.
Notwithstanding the provisions of subsection (A) of this section, the Planning Director may determine, following consultation with members of the Architectural Review Committee, that the proposed alterations, modifications, construction or demolition may proceed without review by the Planning Commission provided the following findings of fact are made:
1.
The proposed work is of a routine, minor nature which does not warrant further review.
2.
The proposed work will not adversely affect the exterior architectural characteristics or other features of the structure or its major interior architectural features.
3.
The proposed work will not adversely affect the character or historical, architectural or aesthetic interest or value of the structure or site.
4.
The proposed work will not adversely affect the relationship of the structure or site in terms of harmony and appropriateness with its surroundings, including neighboring structures, nor adversely affect the character or historical, architectural or aesthetic interest or value of the neighborhood or the historic district.
D.
In addition to the requirements of Chapter 5.18 NCC, the design, style and general appearance of all new, modified and/or altered sign(s) shall be reviewed and approved by the Planning Director for consistency with the standards, requirements and purposes of this chapter prior to installation or display.
