Off-street Parking and Loading
{These regulations also recognize that stormwater runoff from impervious areas, including off-street parking and loading areas can result in increased flooding and property damage, degradation of streams, less groundwater recharge, impaired water quality, increased water temperatures in streams, loss of habitat, and decreased recreational opportunities. The impact of stormwater runoff from off-street parking and loading areas shall be addressed as a part of this Article.⍋
It is a further purpose of this Article to ensure that parking is not excessive for the associated use, and that the design and construction of parking areas minimizes their impact on the City’s water resources by utilizing “Low Impact Development (LID)” to manage stormwater and reduce the urban heat island effect.} ORD. #22-06-13 ⍋

Further, no repair work, sales, or service of any kind shall be permitted in association with accessory off-street parking facilities, unless such facilities are enclosed in a building and such work or service is otherwise permitted in the district. No inoperable vehicles shall be stored in an off-street parking area for more than twenty-four 24 hours.
