ARTICLE III

SITE PLANS

§ 118-241 Contents.

When a site plan is required by this chapter, such site plan shall contain the information listed in Table 5-1 as follows:

A plot plan at a scale not less than one inch = 50 feet showing all existing and planned structures, building setback lines, perimeter boundaries, and easements.
 
 
 
 
2.
Topographic information with contours drawn at two-foot intervals.
 
 
 
 
3.
Elevation drawings of all buildings indicating the proposed exterior finish materials.
 
 
 
 
4.
Landscaping, lighting, fencing, screening, and walls, indicating all heights.
 
 
 
 
5.
Location of all ingress and egress.
 
 
 
 
6.
Off-street parking and loading facilities, with calculations showing how the quantities were obtained.
 
 
 
 
7.
All pedestrian walks, malls, and open areas for use by residents, tenants or the public.
 
 
 
 
8.
Proposed land uses indicating areas in square feet.
 
 
 
 
9.
The location and types of all signs, including lighting and heights with elevation drawings.
 
 
 
 
10.
Street name on proposed streets.
 
 
 
 
11.
Proposed water, wastewater collection and storm sewer line; proposed grading and drainage patterns.
 
 
 
 
12.
Engineering drawings of all public improvements to be dedicated to the city.

13.
Utility and drainage easements for dedicated infrastructure, if applicable the location of any solid waste disposal facilities.
 
 
 
 
14.
Such additional items and conditions, including design standards as the planning and zoning commission and the city council deems necessary.

§ 118-242 Administrative site plan approval.

(a) 
No development or construction of any structure or occupancy of any land shall occur unless a site plan is first submitted and has been approved by the development review committee (defined in section 110-5 of the Code of Ordinances). A site plan must be submitted prior to or concurrently with building permit construction plans. The site plan must be approved prior to issuance of any building permit for development. No building or site shall be occupied unless all construction, development and operations conform to the site plan approved under this section. Failure to comply with the approved site plan may result in non-issuance or revocation of an occupancy permit. Site plan approval shall not be required for property zoned for single-family dwelling purposes or any accessory uses incidental thereto.
(b) 
If construction of a site with an approved site plan has not commenced within 12 months of the date of final approval of the site plan, the site plan shall be deemed to have expired, and a review and re-approval of the approved site plan by the DRC shall be required before construction commences on the project. Said review and approval shall be evaluated according to the standards of article III, taking into account changes in the surroundings and in applicable ordinances which have occurred subsequent to the prior approval of the site plan.
(c) 
The enforcement officer may approve minor modifications of a site plan approved under this section if such modifications are necessitated by final architectural and engineering design and do not materially change the circulation and building location on the site.

§ 118-243 Expiration of inactive applications.

Inactive applications will be processed according to the procedures established in article II, division 7 - Application Expiration.
