ARTICLE II
Purpose; Districts
§ 200-3 Purposes.
A.
This chapter is enacted for the purpose of promoting the health, safety, morals and general welfare of the Village by lessening congestion in the streets, securing safety from fire, panic and other dangers; by providing adequate light and air; preventing the overcrowding of land; restraining development not suited to natural conditions and not adequately supported by services; avoiding undue concentration of population; facilitating the adequate provision of transportation, water, schools and other public requirements; and regulating the location and use of buildings, structures and land for trade, industry, residence and other purposes in accordance with a comprehensive plan.
B.
In particular, this chapter is intended to:
(1)
Guide the future growth and development of the Village in accordance with a comprehensive plan that represents the most beneficial and convenient relationships among the areas within the Village, considering the suitability of the various uses in each area and the potentiality for such uses as indicated by existing conditions, having regard for conditions and trends both within the Village and in relation to adjoining areas.
(2)
Provide adequate light, air and privacy; secure safety from fire, flood and other danger; and prevent overcrowding of the land and undue congestion of population.
(3)
Protect the character and the social and economic stability of all parts of the Village and ensure that all development shall be orderly and beneficial.
(4)
Protect and conserve the value of buildings in the various districts established by this chapter.
(5)
Minimize conflicts among the uses of land and buildings.
(6)
Promote the most beneficial relation between the uses of land and buildings and the circulation of traffic throughout the Village, having particular regard to avoiding congestion in the streets and the provision of safe and convenient traffic access appropriate to the various uses of land and buildings throughout the Village.
(7)
Serve as a guide for public policy and action in the efficient provision of public facilities and services and for private building development and other activity relating to uses of land and buildings throughout the Village.
(8)
Prevent the pollution of streams and groundwater; safeguard water resources and encourage the wise use and sound management of natural resources throughout the Village in order to preserve the integrity, stability and beauty of the community and the value of the land.
§ 200-4 Establishment of districts.

A.
For the purpose of promoting the public health, safety, morals and general welfare of the Village of Norwood, the Village is hereby divided into the following districts:

B.
In addition, provision is made for creation of the following district:
EDZ | Empire Zone |
§ 200-5 Zoning maps.
Said districts are bounded as shown on maps entitled "Zoning Map, Village of Norwood," which accompany and which, with all explanatory matter thereon, are hereby made a part of this chapter. Districts may be added from time to time to the Zoning Map in accord with the procedures outlined in this chapter.[1]

§ 200-6 Interpretation of district boundaries.
Where uncertainty exists with respect to the boundaries of any of the aforesaid districts as shown on the Zoning Map, the following rules shall apply:
A.
Where district boundaries are indicated as approximately following the center lines of streets or highways, street lines or highway right-of-way lines, such center lines, street lines or highway right-of-way lines shall be construed to be such boundaries.
B.
Where district boundaries are so indicated that they approximately follow the lot lines, such lot lines shall be construed to be said boundaries.
C.
Where district boundaries are so indicated that they are approximately parallel to the center lines or street lines of streets or the center lines or right-of-way lines of highways, such district boundaries shall be construed as being parallel thereto and at such distance therefrom as indicated on the Zoning Map. If no distance is given, such dimension shall be determined by the use of the scale shown on said Zoning Map.
D.
Where the boundary of a district follows a railroad line, such boundary shall be deemed to be located in the middle of the main tracks of said railroad line.
E.
Where the boundary of a district follows a river, stream, lake or other body of water, said boundary line shall be deemed to be at the limit of the jurisdiction of the Village unless otherwise indicated.
F.
Where the district boundary line is not a natural or man-made feature, the center of the line appearing on the map is the place from which or to which measurements are made.
§ 200-7 Regulations applicable to all districts.
A.
Except as hereinafter provided:
(1)
No building or land shall hereafter be used or occupied and no building or part thereof shall be erected, moved or altered unless in conformity with the regulations specified for the district in which it is located.
(2)
No building shall hereafter be erected or altered to accommodate or house a greater number of families, or to have narrower or smaller front yards, rear yards or side yards than are specified herein for the district in which such building is located.
(3)
No part of a yard or other open space about any building required for the purpose of complying with the provisions of this chapter shall be included as a part of a yard or other open space similarly required for another building except within EDZ Empire Zones.

B.
Failure to comply with above subsections shall warrant the issuance of a stop-work order.
§ 200-8 Schedule of District Regulations.
The chart entitled "Zoning Schedule A - Village of Norwood" accompanies and, with all the notes appended thereto applying to the uses of land and buildings, the yards and other open spaces to be provided contiguous to or in connection with buildings, the area of lots, off-street parking space and all other matters contained therein, as indicated for the various districts established by this chapter, is hereby made and declared to be a part of this chapter.[1] The regulations listed for each district as designated, reading from left to right across the schedule, and in all notes appended thereto and hereby adopted and prescribed for such districts, subject to the provisions of other applicable sections of this chapter, and unless otherwise indicated, shall be deemed to be the minimum requirements in every instance of their application. The listing of any use in said district shall exclude such use from any other district, unless such use is permitted in such district under the language set forth in the schedule as applying thereto.
