The Council may, from time to time, on its own motion or on petition, after at least fifteen (15) days' public notice and hearing as provided by law, amend, supplement or change, modify or repeal the boundaries or regulations herein or subsequently established after submitting same to the Commission for its recommendations and report. The Commission shall have one hundred twenty (120) days after submission to it of any proposed amendment within which to take one (1) of the following actions:
1. The Commission may recommend approval or disapproval.
2. The Commission may fail to issue a recommendation or report within such time period, whereupon the proposal shall be deemed to be approved.
3. The Commission may report that it cannot reach a decision upon the proposal within such time period, whereupon the proposal shall be deemed to be disapproved.
4. The Commission may request more time to consider the proposal, whereupon the Council may, at its option, either:
a. Extend the time period for such additional time as it deems necessary; or
b. Treat the Commission's request as a disapproval of such change.
