Any person or corporation, whether as owner, lessee, architect or builder, or the agent or employee of any of them, who violates or knowingly assists in the violation of any provision of this chapter or any rule or regulation made under the authority conferred by this chapter or in violation of any statement or plans submitted or approved under the provisions of this chapter or who shall use or occupy any land, building or structure in violation of this chapter, shall be liable for a minimum fine of $500 and a maximum fine of $5,000 or imprisonment not exceeding 15 days, or both such fine and imprisonment. Each and every day that any such violation of this chapter continues shall constitute a separate offense.

The imposition of penalties herein prescribed shall not preclude the Village or any person from instituting appropriate legal action or proceeding to prevent an unlawful erection, construction, reconstruction, alteration, repair, conversion, maintenance or use or to restrain, correct or abate a violation or to prevent the illegal occupancy of a building, land or premises.
