Events

The term “Special Event” shall not include activities specifically regulated by other Sections of the Overland Park Municipal Code, including but not limited to:
Amusement enterprises (see 5.08)
Christmas tree sales (see 5.16)
Garage sales (see 5.44)
Transient merchants (see 5.70)
Temporary signs (see 18.440.130)
The term “Special Event” shall also not include people dressed in costumes or uniforms provided no signs or attention attracting devices related to a specific product, service, business or organization are utilized.
For the purposes of these regulations, Special Events will be categorized into one of the types detailed in Sections 18.380.040 through 18.380.070. Events not meeting any of the type categories are not permitted under this Chapter. Signs accessory to a Special Event must comply with the requirements of Chapter 18.440 - Signs. Final determination of the proper categorization shall be made by the Director of Planning and Development Services, or his or her designee.
Note: A Special Event Permit may be combined with a parade permit. See Chapter 12.16 - Parades.

Type 1 Special Event Permits that are not approved administratively may be reviewed and approved by the Governing Body with whatever limits or restrictions they deem appropriate, provided, consideration is taken to:

During the summer of 2026, the Kansas City metropolitan area will host several international sporting events, which will likely foster several related Special Event applications during this period. The Governing Body recognizes the unique and special regional significance of these international sporting events as well as the importance of staff having the appropriate authority and ability to review and approve such Special Event applications for durations that might exceed the time limitations that staff is ordinarily authorized to approve. Accordingly, notwithstanding the provisions of Sections 18.380.040 through 18.380.070, the time limitation and the number of events restrictions for staff approvals for Type 1, Type 2, Type 3 and Type 4 Special Events are hereby suspended during the period of June 1, 2026 through July 31, 2026. Provided, this Section shall not apply to any staff approval for a Special Event that extends beyond or is after July 31, 2026, and all other applicable review criteria and other city requirements shall remain in full force and effect.
