It is the purpose of this district to provide for a broad range of retail and service commercial establishments which are based on automobile access from the surrounding region as well as pedestrian access within the Borough. Major emphasis is placed on circulation, parking, and landscaping to create a quality center for shopping and employment.
§ 27-702 Uses Permitted by Right.

Land and buildings in C-1 Commercial Districts shall be used for only one of the following purposes and no others unless permitted as an accessory use or by special exception:
Retail business establishment for the sale of goods, including appliances, clothing, drugs, flowers, food, furniture, hardware, household supplies, liquor, newspapers, stationery, and tobacco.
Personal or household service establishment, such as, but not limited to, barbershop, beauty shop, laundry and dry-cleaning shop, shop renting household goods and appliances, tailor shop, and tattoo parlor.
The following uses are permitted when approved as a conditional use by Borough Council. In addition to compliance with any specific standards cited herein, any proposed conditional use shall comply with the procedures and standards contained in § 27-2009.
More than three mechanical video games or devices, when proposed as a use accessory to a use permitted in this district and in accordance with the requirements of § 27-1323, Subsection 1D.
Medical marijuana dispensary, in accordance with the terms of §27-1331 of this chapter.

The area and bulk regulations applicable to uses permitted in the C-1 District are listed on the table of C-1 Zoning District Area and Bulk Regulations.[1] Where area and bulk regulations applicable to a specific use are contained elsewhere in this chapter, those regulations shall govern.
