ARTICLE II

REVIEW AND DECISION-MAKING AUTHORITY

Sec. 78-21.- City council.

The city council shall exercise those powers and duties as provided by chapter 2 of the Code of Ordinances of the City of Palm Beach Gardens.

Sec. 78-24. - Development review committee.

(a)

Establishment. For the purpose of reviewing, approving, or denying minor conditional use applications, the development review committee consists of representatives of the city engineer, growth management director, police chief, fire chief, public works director, and the building official. For major conditional uses, the development review committee shall also include other city staff or public service representatives appointed by the city manager. The growth management director or designee shall serve as chair of the committee. The committee shall have the following jurisdiction:

(1)

Review development order applications submitted pursuant to this chapter to ensure that development order approvals are consistent with the requirements of the city's comprehensive plan and codes. All development review committee meetings shall be conducted as public meetings;

(2)

Provide specific comments regarding consistency of development order applications with the requirements of the city's comprehensive plan and codes;

(3)

Provide specific recommendations if an application is not consistent with applicable requirements; and

(4)

Approve applications for minor conditional uses as identified in section 78-159, Table 21.

Sec. 78-25. - Growth management director.

(a)

Duties. The growth management director shall administer and enforce the requirements of this chapter, including the responsibilities listed below.

(1)

Development review committee. Serve as or designate a chair of the development review committee.

(2)

Applications. Receive and process all applications for development order approval.

(3)

Interpretations. Interpret the provisions of this chapter.

(4)

Hearings. Represent the city at all workshops and public hearings held by the city council, the planning, zoning, and appeals board, and such other boards as may be created by the city.

Sec. 78-26. - City clerk.

(a)

Duties. The city clerk shall perform the duties listed below.

(1)

Zoning maps. Maintain and update the official zoning map of the city.

(2)

Records. Maintain records of all actions taken under this chapter.

(3)

Public notices. Provide such public notice in a newspaper of general circulation as required by F.S. Chapters 163 and 166, or this chapter.

Sec. 78-27. - Building official.

(a)

Duties. The building official shall assist in the enforcement of this the chapter and, in carrying out such duties, shall receive all applications for building permits and issue the necessary certificates and approvals.

Sec. 78-28. - Addressing committee.

Establishment. There is hereby established the addressing committee to consist of a representative from the growth management department, the geographical information systems (GIS) department, the police department, the police dispatch center, the building department, and the fire department. The GIS director, or designee, shall serve as chair of the committee.

(a)

The committee shall have the following responsibilities:

1.

Review and approve address plans, street names, and subdivision names for developments.

2.

Ensure that approved address plans are consistent with the requirements of the city's comprehensive plan and land development regulations.

3.

Provide specific comments regarding consistency of addresses, street names, and subdivisions with the requirements detailed in the city's addressing guidelines.

4.

Provide specific recommendations for changes if an addressing plan is not consistent with applicable requirements.
