Except as otherwise provided in this title, the building official, City Clerk or designee, shall administer and enforce this title, including the receiving of applications and the issuing of building permits. No building permit or certificate of occupancy shall be issued except where the provisions of this title have been complied with. (Ord. 1460, 2019)

   A.   Duties Of The Commission: For the purpose of this title, the commission shall have the following duties:

      1.   Initiate proposed amendments to this title and conduct a biennial review of the complete Zoning Ordinance;

      2.   Review all proposed amendments to title 16 of this Code, and this title, preliminary plat requests, comprehensive plan changes, comprehensive plan map changes, annexation and rezone requests and make recommendations to the Council;

      3.   Grant conditional use permits as specified under the conditions as herein specified with such additional safeguards as will uphold the intent of this title;

      4.   Hear appeals where it is alleged there is an error in any order, requirement, decision, interpretation or determination made by the City Clerk or building official;

      5.   Issue such variances in accordance with chapter 17.78 of this title; and

      6.   Perform such other duties as are prescribed for it in this title. (Ord. 1460, 2019)
