Permits shall be secured from the Building Inspector prior to the construction, erection or alteration of any building or part of building and of any stationary sign or billboard. All requests for permits shall be made in writing by the owner or his authorized agent, on the forms provided, and shall include a statement of the use or intended use of the building or structure and its value and shall be accompanied by a plan drawn to scale and dimensioned, showing the proposed building in its exact relation to lot and street lines, and by a written statement from a surveyor or engineer to the effect that the line of the bounding street or streets and lot lines have been accurately located and staked on the ground. The lines of the proposed structure shall be accurately located and staked on the ground. The Building Inspector shall verify the location of the proposed building and determine whether or not the proposed structure complies with the terms and provisions of the chapter. There shall be paid to the said Building Inspector or other specified officer the fee set forth by the Borough Council for an application for the erection of a new building, reconstruction or additions to existing buildings, and the said Building Inspector shall, within a reasonable period of time, after the payment of the said fee and the filing of the said plans, issue a permit for the desired construction, if it complies with all applicable provisions of this chapter, which permit shall expire six months from the date of issue.
