The Board of Trustees of the Village of Penn Yan may, from time to time, on its own motion or upon recommendations of the Village Planning and Development Committee and/or the Village Planning Board, amend this chapter by local law pursuant to the requisite provisions of Article 7 of the Village Law of the State of New York and the Municipal Home Rule Law (MHRL) of the State of New York, with the procedural provisions of the MHRL controlling.
