Encourage the logical and timely development of land for multifamily development and mobile home parks in accordance with the objectives, policies and proposals of the Comprehensive Plan.

Permit a variety of housing types which conform to the intent of the Comprehensive Plan and Zoning Ordinance.

Assure the suitable design of multifamily development and mobile home parks in order to ensure compatibility with surrounding neighborhoods.

Ensure that multifamily development and mobile home parks will constitute a residential environment of sustained desirability and stability.

Multifamily development (garden apartments).

Mid-rise multifamily development when authorized by the Borough Council as a conditional use in compliance with the provisions of § 110-328 of this chapter and in compliance with § 110-805 of this article.

Housing for the elderly, and/or age-restricted communities, when authorized by the Borough Council as a conditional use in compliance with the provisions of § 110-328 of this chapter and in compliance with § 110-806 of this article.

Mobile home parks, when authorized by the Borough Council as a conditional use in compliance with the provisions of § 110-328 of this chapter and in compliance with § 110-807 of this article.

Parking facilities associated with any permitted use.

Public park, playground, and recreational area not operated commercially for profit.

Accessory uses, in compliance with § 110-312 of this chapter.

Maximum density: 12 units per developable acre.

Minimum lot area: two acres.

Minimum lot width: 300 feet.

Maximum building coverage:

Maximum impervious surface coverage: 70% of lot area.

Minimum required setbacks:

Minimum distance between buildings. The distance between elements of buildings forming courts and courtyards shall not be less than 1 1/2 times the height of the taller building. The minimum distance between corners shall be 25 feet.

Maximum height: three stories or 35 feet for the principal building or buildings, 20 feet for accessory buildings.

Overall plan. The proposed development shall be constructed in accordance with an overall plan and shall be designed as a unified architectural unit with appropriate landscaping.

Staging of development. If the development is to be carried out in stages, each stage shall be so planned that the foregoing requirements and the intent of this chapter shall be fully complied with at the completion of any stage. Each stage of development shall comprise an entire building, with related parking and landscaped areas.

Parking. Small units (studio, efficiency, or one-bedroom units) shall have 1 1/2 spaces per unit. Larger units (two-or-more-bedroom units) shall have two spaces per unit. Parking areas shall comply with the provisions of § 96-31 of the Pennsburg Borough Subdivision and Land Development Ordinance.

Recreation. Recreation areas and facilities may be required by the Borough Council where considered to be necessary for the comfort and convenience of the residents of the development.

General regulations. All development in the R-4 High Density Residential District shall comply with all applicable provisions of Article III, General Regulations, of this chapter.

Architect's drawing: an architect's drawing showing the external appearance of the proposed multifamily development with all related landscaping and parking areas.

Number of bedrooms: the floor area of each dwelling unit and the number of bedrooms in each unit.

Staging of development: the location of each stage and the schedule of stages.

Maximum density: 16 units per developable acre.

Maximum building coverage: 15% of lot area.

Maximum impervious surface coverage: 70% of lot area.

Maximum height: four stories or 45 feet for the principal building or buildings, 20 feet for accessory buildings.

All mid-rise multifamily development shall comply with the provisions of §§ 110-802, 110-803 and 110-804 of this article which are not in conflict with the provisions of § 110-805 of this article.

Maximum density: 20 units per developable acre.

Maximum building coverage: 15% of lot area.

Maximum impervious surface coverage: 70% of lot area.

Maximum height: four stories or 45 feet for the principal building or buildings, 20 feet for accessory buildings.

Common areas and facilities. A minimum of 30% of the total lot area shall be devoted to common areas and facilities. No less than 50% of this area shall be maintained as open space usable for recreational and leisure-time activities of prospective residents of housing for the elderly. The remaining portion may be used for plazas, arcades, pedestrianways, and other facilities (excluding roads, access driveways, and parking areas) available for use by residents of the development and the general public. In addition, the developer of housing for the elderly shall be required to provide a community room, indoor recreation area, or similar facility within every principal residential building. All information regarding common areas and facilities shall be shown on the plan.

Parking. Small units (studio, efficiency, or one-bedroom units) shall have one space per unit. Larger units (two-or-more-bedroom units) shall have 1 1/2 spaces per unit. Parking areas shall comply with the provisions of § 96-31 of the Pennsburg Borough Subdivision and Land Development Ordinance.

Safety and convenience features. All proposed housing for the elderly shall comply with the applicable provisions of the most recent edition of the Uniform Federal Accessibility Standards.

Occupancy by the elderly. The applicant shall guarantee that any development constructed under the provisions of § 110-806 of this chapter shall be used as elderly housing as defined in this chapter.

All elderly housing development shall comply with the provisions of §§ 110-802, 110-803 and 110-804 of this article which are not in conflict with the provisions of § 110-806 of this article.

Maximum density: six units per developable acre.

Minimum lot size: 5,000 square feet for lots with single-wide units; 6,500 square feet for lots with double-wide units.

Minimum lot width at the ultimate right-of-way line of any street or the curbline of any driveway, common parking area or private street: 50 feet for lots with single-wide units; 60 feet for lots with double-wide units.

Maximum building coverage: 30% of the mobile home lot area.

Maximum impervious surface coverage: 65% of the mobile home lot area.

Maximum height: three stories or 35 feet for the principal building or buildings, 15 feet for accessory buildings.

Minimum required setbacks:

Common open space. At least 20% of the tract area of the mobile home park shall be in common open space, no more than 1/3 of which may be required buffer area. The location and design of the common open space shall comply with the applicable provisions of the Pennsburg Borough Subdivision and Land Development Ordinance.[1]

Nonresidential uses. No part of a mobile home park shall be used for nonresidential purposes, except such uses that are required for the direct servicing, recreation, and well-being of the residents and for the management and maintenance of the park (such as a store, laundromat, or office not exceeding 2,000 square feet).

Accessory uses. Accessory uses and structures customarily incidental to the maintenance, servicing and well-being of mobile home parks residents shall be permitted only as part of an approved development plan for the site. Accessory uses shall be permitted on individual lots and shall comply with the provisions of § 110-312 of this chapter.

All mobile home parks shall comply with the provisions of §§ 110-802, 110-803 and 110-804 of this article which are not in conflict with the provisions of § 110-807 of this article.
