The Board of Trustees may, from time to time, on its own motion or on petition or on recommendation of the Planning Board, amend, supplement or repeal the regulations and provisions of this chapter after public notice and hearing in accordance with Article 7 of the Village Law and § 239-1 and § 239-m of the General Municipal Law, if applicable.

Every such proposed amendment or change, whether initiated by the Board of Trustees or by petition, shall be referred to the Planning Board for a report thereon. If the Planning Board shall fail to submit such report within 30 days after referral, it shall be deemed that the Planning Board has approved the proposed amendment or change.

In their interpretation and application, the provisions of this chapter shall be held to be minimum requirements, adopted for the promotion of the public health, morals, safety and the general welfare. It is not intended to interfere or abrogate or annual other rules, regulations or laws, provided that whenever the requirements of this chapter are at variance with the requirements of any other lawfully adopted rules, regulations or laws, the most restrictive, or that imposing the higher standards, shall govern.
