ARTICLE XXIII
Recreational Vehicle Parks and Campgrounds

§ 475-188 Definitions.
As used in this article, the following terms shall have the meanings indicated:
CAMPGROUND
An area available for use by three or more independent or dependent travel units.
DEPENDENT TRAVEL UNIT
Any conveyance designed to be used as a temporary or seasonal dwelling which does not have a flush toilet or shower.
INDEPENDENT TRAVEL UNIT
Any conveyance designed to be used as a temporary or seasonal dwelling which has a flush toilet or shower and a sewage storage tank.
RECREATIONAL VEHICLE PARK
An area available for use by three or more independent or dependent travel units.
SANITARY STATION
A facility provided for the emptying of sewage storage tanks and the flushing of sewage from storage tank hoses in independent travel units.
SELF CONTAINED
The toilet and sewage storage tank are an integral part of the unit.
SERVICE BUILDING
A building housing separate toilet and shower facilities for men and women, including a utility sink.
§ 475-189 Developmental standards.
All recreational vehicle parks and campgrounds must comply with the following provisions:
A.
A minimum of three acres of land is required, unless the development is an expansion of an existing recreational vehicle park or campground.
B.
The entrance must be from a street within the Town of Pinedale, which street is designated on the street map for the Town.
C.
Screening and buffering of the perimeter of the site shall be provided in accordance with § 475-193 of this chapter.
D.
Each unit space within the site shall abut and have access to a public street or private roadway and shall meet state requirements for setback from state highways.
E.
Pedestrian walkways shall connect unit spaces with one another and with other facilities in the development, which walkways shall have an all-weather surface such as concrete, asphalt or raised wood boardwalks.
F.
All roadways, public and private, and all parking spaces shall be constructed and paved according to Town standards and specifications.
G.
All areas not covered by structures or paved surfaces shall be landscaped and maintained according to a site plan approved under § 475-238 of this chapter.
H.
Fire protection facilities shall be provided in accordance with the requirements of the Fire Marshal of the State of Wyoming.
I.
All utilities, including cable television or radio antenna systems, shall be placed underground.
J.
An area equal to 8% of the gross area of the park or campground shall be developed as a common area or playground, subject to site plan approval.
K.
A sanitary station shall be provided within every park or campground which provides space for independent travel units.
L.
For parks or campgrounds which provide space for dependent travel units, a service building shall be provided within 300 feet of each such unit space. The design and construction of service buildings shall conform to the requirements of the appropriate sections of the Wyoming Mobile Home Park and Campground Regulations.
§ 475-190 Individual space requirements.
Each unit space in the park or campground shall comply with the following provisions:
A.
Each unit space shall have at least one off-street parking space. All other vehicles must be parked in a common parking area included in the gross acreage of the park or campground.
B.
Each unit space designated for independent travel units shall have a connection for water, sewer, and power.
C.
Each unit space designated for dependent travel units shall have a connection to potable water which may be shared by no more than four separate units.
§ 475-191 Density; location of units.
A.
No recreational vehicle park or campground shall exceed a density of 10 units per gross acre.
B.
No part of an independent or dependent travel unit, including the tongue, shall be located closer than eight feet from a private roadway or 20 feet from a public right-of-way.
C.
No unit shall be placed within 20 feet of any other building within or outside of the park or campground.
D.
The park or campground shall comply with the setback requirements of the zoning district within which it is located, unless the requirements of this article are more restrictive, in which case the requirements of this article shall control.
§ 475-192 Sanitation requirements.
A.
The storage, collection and disposal of refuse shall be in such manner as to avoid a health hazard or odor nuisance. Refuse containers shall be provided for each unit space, and garbage shall be collected from each unit space at least once each day.
B.
The park or campground shall be kept free from rubbish and shall be maintained in a sanitary condition at all times.
C.
Dogs, cats, or other animals shall not be allowed to roam at large within the site, and all animal ordinances of the Town of Pinedale shall apply within the park or campground.[1]

D.
Service buildings and sanitary stations shall comply with all applicable health and safety statutes and regulations of the State of Wyoming and shall meet all requirements for handicapped accessibility.
§ 475-193 Landscaping requirements.
A.
A minimum of 1.2 trees per unit space shall be planted, 20% of which trees may be consolidated in a common area with the remainder spaced among the unit spaces.
B.
Exposed surfaces in all parts of the park or campground shall be paved, covered with concrete, wood, stone screening or other solid material, or protected with vegetation capable of preventing soil erosion and objectionable dust.
§ 475-194 Fires.
No fires may be built except as comply with § 322-5, Fires, of the Pinedale Town Code.
§ 475-195 Length of stay.
No individual camper, independent travel unit, or dependent travel unit shall stay in any recreational vehicle park or campground for more than 180 consecutive days during any three-hundred-sixty-day period without departing the park or campground for 30 consecutive days between stays unless otherwise expressly provided for in this section. A departure from the park or campground for less than 30 consecutive days will not be considered a departure for the purpose of determining the length of a consecutive stay. A recreational vehicle park or campground may allow units to stay up to 360 consecutive days without departing the park or campground for 30 consecutive days if they meet the following requirements:
A.
Only 20% of the total campground spaces may permit stays past 180 days (long-term stay spaces).
B.
A current guest register of all guests and the cumulative length of stay shall be maintained and available for review by the Town upon request.
§ 475-196 Supervision.
A.
The owner or a duly authorized attendant or caretaker shall be in charge at all times to keep the facilities and grounds in a clean, orderly and sanitary condition.
B.
A caretaker's house or living quarters may be provided in the gross area of the site, which living quarters may be a permanent dwelling or a mobile home.
§ 475-197 Additional consideration for conditional use.
In addition to the requirements set out in Article XXVIII, for the issuance of a conditional use permit for the operation of a recreational vehicle park or campground, an applicant shall as part of the application process propose and enforce campground rules stipulating practices for winterizing, regulating pets, outdoor storage of items, additions and the appearance and upkeep of the RV and other rules deemed reasonably necessary by the Town to minimize the impact from the operation of a recreational vehicle park or campground.
