OFF-STREET PARKING

§ 156.045 PER-VEHICLE SPACE REQUIREMENTS.

   (A)   For the purpose of this subchapter, 180 square feet of lot or floor area, which has a means of ingress and egress from an alley or street, shall be deemed parking space for one vehicle. The space may be included as part of a required open space for a front, side or rear yard.
   (B)   On corner or through lots, parking space may not be included as part of required yards lying adjacent to either street.
   (C)   Parking spaces and access driveways required in residential districts, when used in compliance with the provisions of this chapter, shall be paved or otherwise surfaced with an all-weather, dust-proof material. That part of the driveway connecting from the curb line to the property shall be paved with concrete or asphaltic materials.
   (D)   An accessory off-street parking space must be at least 8½ feet wide and be at least 18 feet long, having a minimum loading area of 153 square feet, exclusive of access drives, aisles, ramps, column, or work areas. On areas surfaced, the parking stalls shall be marked with paint or other equivalent method.
   (E)   Handicapped parking spaces must be in accord with the Illinois Accessibility Code.

§ 156.046 NONRESIDENTIAL PROPERTY.

   (A)   Parking areas serving nonresidential uses of property shall be hard-surfaced and graded so as to drain all surface water to storm sewer inlets.
   (B)   When the parking areas or lots abut residential properties, there shall be provided a wall or solid screen planting of appropriate shrubs, to a height of not less than four feet, along the entire boundary common to the residential and parking areas.
   (C)   Walls or solid screen planting to a height of not less than four feet also shall be placed along the street line where a parking lot abuts a street which provides access to adjacent residential properties.
   (D)   Lights used to illuminate the parking lots shall be arranged so as to reflect lighting away from the adjoining premises in the residential district.
   (E)   Parking spaces shall be reserved for the sole use of the occupants of the buildings or lots, their customers and visitors. Churches, theaters, stadiums, auditoriums and other places of assembly may make arrangements for joint use of parking spaces as hereinafter specified.

§ 156.047 MINIMUM REQUIREMENT FOR ALL DISTRICTS.

   In any district, except as noted below, every building built or structurally altered, enlarged or increased in capacity, and every land use initiated subsequent to the adoption of this subchapter shall be provided with minimum off-street parking facilities as follows:
   (A)   One- and two-family dwellings and multiple-family dwellings. One parking space for each dwelling unit.
   (B)   Hotels, rooming houses, clubs and fraternal homes. One parking space for each two guest sleeping rooms.
   (C)   Hospitals. One parking space for each three hospital beds.
   (D)   Tourist homes. One parking space for each transient sleeping room offered for tourist accommodation in addition to parking spaces required for permanent residents of the building.
   (E)   Tourist courts and motels. One parking space for each loading unit.
   (F)   Churches auditoriums, gymnasiums, stadiums, theaters and other places of public or private assembly with fixed seats. One parking space for each five seats or bench seating spaces, based upon the maximum seating capacity. For the purposes of this type of use, parking spaces already provided to meet off-street parking requirements for stores, office buildings and industrial establishments, or off-street parking facilities provided by the municipality, lying within 300 feet of the place of public assembly as measured along the lines of public access, and that normally are not in use between the hours of 6:00 p.m. and 12:00 a.m., and are made available for other parking, may be used to meet up to 75% of the total requirements of parking space for places of public assembly.
   (G)   Dance halls, bowling alleys and private clubs. One parking space for each 200 square feet of floor area, to be provided on the premises or within 300 feet of the entrance.
   (H)   Stores and other retail establishments where the uses are permitted, except in the B-2 Central Business District. One parking space for each 300 square feet of store space, to be provided on the premises or within 200 square feet of the entrance and off the street, except restaurants or establishments whose primary use is to serve meals and refreshments to patrons shall provide one parking space for each 100 square feet of floor space in the building.
   (I)   Wholesale and distributing establishments, including telephone exchanges. One parking space for each three employees.
   (J)   Manufacturing establishments. One parking space for each five employees, based on the greatest number of employees at work at one time, to be provided on the premises or at other off-street locations within 1,000 feet of the main entrance.

§ 156.048 REDUCTIONS OF SPACE.

   Parking space required under this subchapter may be reduced when the capacity or use of a building is changed so a new use or capacity would require less space than before the change. The reduction may not be below the standards set forth in this subchapter.

§ 156.049 EXCEPTION.

   Loading or unloading areas shall not be considered parking areas.

§ 156.050 JOINT USE.

   The joint use of parking facilities may be permitted in cases where major parking demands occur on different days of the week or during different hours; provided:
   (A)   Parking spaces will be available for each use in accordance with the standards of this subchapter; and
   (B)   The owners agree in writing any subsequent sale or division of the property or change in its use will not interfere with the joint use of the parking facilities.

§ 156.051 PLAN.

   A plan of parking facilities shall accompany each application for a building permit or certificate of compliance. The completion of the improvements for parking according to the plan shall be a prerequisite for the validity of the permit or certificate.

§ 156.052 SPECIAL PERMITS.

   The City Council may authorize a special permit to allow a parking lot in a residence zone for the purpose of meeting the requirements of this subchapter, subject to the following limitations:
   (A)   Public notice must be given and a public hearing held by the Zoning Committee on the request for a special permit in the same manner in which the notice is given and the hearing is held on a request for a variance.
   (B)   A special permit shall not be granted unless the application shows and warrants that in the proposed development of the parking area, front and side yards will be met and maintained.

§ 156.053 ACCESS TO OFF-STREET PARKING FACILITIES.

   Each off-street parking space shall open directly on an aisle or driveway of such width and design as to afford adequate ingress and egress. Each off-street parking facility shall be provided with an appropriate means of vehicular access to a street in a forward manner only, except for single-family and duplex residences, or to a paved alley in a manner which will least interfere with traffic movements and shall be subject to the approval of the City Traffic Engineer or Traffic Director. No driveway shall have a width exceeding 35 feet or be nearer than 20 feet to an intersecting street right-of-way line, exclusive of curb returns and shall be approved by the City Traffic Engineer. All driveways shall be constructed with a Portland cement concrete or bituminous asphalt approach slab extending from the edge of a roadway to the right-of-way line. The slab shall provide for curbing and ramping of sidewalks, where applicable, and be subject to the inspection and approval of the city.

§ 156.054 SURFACING.

   All open off-street parking areas containing more than four parking spaces shall be improved with an adequate storm water drainage system, and paved with a wearing surface of asphaltic concrete or comparable hard-surfaced, all-weather dustless material not less than two inches thick. All open accessory off-street parking areas containing not more than four parking spaces shall be surfaced and maintained in such manner as to make them dust-free.

§ 156.055 SCREENING.

   (A)   All open off-street parking areas containing more than four parking spaces shall be effectively screened on each side adjoining or fronting on any residential or institutional property by a wall, opaque fence, or densely planted compact hedge not less than four feet in height, provided any such screening shall be in compliance with § 156.046.
   (B)   Plantings considered acceptable for screening include, but are not limited to:
      (1)   Evergreens: Oriental arborvitae, upright junipers, and Hicksii yews;
      (2)   Shrubs: Honeysuckle, forsythia, privets, and viburnums.
   (C)   No screening shall be required:
      (1)   Along a street or alley;
      (2)   Between adjacent parking lots; or
      (3)   If a parking lot is more than 20 feet from a property line.
