This chapter shall be known as, referred to, or cited as the "Zoning Ordinance, City of Reedsburg, Wisconsin."

These regulations are adopted under authority granted by § 62.23(7) and (7a) of the Wisconsin Statutes. Therefore, the Common Council of the City of Reedsburg, Wisconsin, ordains these zoning regulations.

The purpose of this chapter is to promote the health, safety, morals, prosperity, aesthetics, and general welfare of this community.

It is the general intent of this chapter to regulate and restrict the use of all structures, lands, and waters. It is also intended to regulate and restrict lot coverage, population distribution and density, and the size and location of all structures so as to lessen congestion in and promote the safety and efficiency of the streets and highways, secure safety from fire, flooding, panic and other dangers, provide adequate light, air, sanitation and drainage, prevent overcrowding, avoid undue population concentration, facilitate the adequate provision of public facilities and utilities, stabilize and protect property values, further the appropriate use of land and conservation of natural resources, preserve and promote the beauty of the community, and implement the community's general plan or plan components. It is further intended to provide for the administration and enforcement of this chapter and to provide penalties for its violation.

In their interpretation and application, the provisions of this chapter shall be held to be the minimum requirements adopted for the promotion of the public health, safety and welfare. To protect the public, among other purposes, such provisions are intended to provide for adequate light, pure air, safety from fire and other danger, undue concentration of population and ample parking facilities.

It is not intended by this chapter to repeal, abrogate, annul or in any way impair or interfere with existing provisions of other laws or ordinances, except those specifically repealed by this chapter, or with private restrictions placed upon property by covenants running with the land to which the City is a party. Where this chapter imposes a greater restriction upon land, buildings or structures than is imposed or required by such existing provisions of law, ordinance, contract or deed, the provisions of this chapter shall control.

If any section, clause, provision or portion of this chapter is adjudged unconstitutional or invalid by a court of competent jurisdiction, the remainder of this chapter shall not be affected thereby.
