If any provision of this chapter is inconsistent with the provisions of Title 22, Delaware Code, the provisions of the Delaware Code shall prevail as to the inconsistency.

This chapter shall become effective on September 13, 1991. However, nothing contained herein shall create rights to a valid nonconforming use in respect to a property which did not qualify for a valid nonconforming use under the Zoning Ordinances in existence the day before the effective date of this chapter, unless the property has been rendered nonconforming as a direct result of changes created by the adoption of this chapter.
