CHAPTER 17

28 OFF-STREET PARKING AND LOADING

§ 17.28.010 Required.

Off-street parking and loading shall be provided in accordance with the schedule set out in this article and as otherwise required elsewhere in this title.

Notes:
(A)
In the CB district, commercial parking requirements established by this table shall not apply. In the CB district, parking requirements shall be one space for every 1,200 square feet of commercial space. This requirement shall apply to new construction only. Parking requirements associated with developments in the RC, RC1, RC2, NB, CB, GB, HB, IP, LI and TED districts shall be in accordance with the provisions set forth in this title. However, parking lots separate from the lot accommodating the principal use in the RC, RC1, GB, NB, CB, HB, IP and TED districts, but in common ownership, shall be allowed, provided that the lots are within 100 feet of the building's principal entrance which fronts on a public right-of-way. Parking lots separate from the lot accommodating the principal use in the RC2 district shall be allowed, provided that the lots are within 300 feet of the building's principal entrance which fronts on a public right-of-way. The determination of the distance from the principal entrance of the building to the potential parking lot shall be the responsibility of the building inspector, who shall apply the distance criteria in a straight-line method. An agreement shall be recorded dedicating the parcel to parking use for the reasonable life of the building.

(C)
For dwelling apartments and planned unit developments, .25 spaces per unit out of the required per unit parking ration shall be designated for visitor and handicapped parking.
(D)
In the GB, RC1 and RC2 districts off-street parking requirements shall be 1.5 spaces per one-bedroom unit, 1.75 spaces per two-bedroom unit, and 2 spaces per unit for three or more bedrooms. Also, see Section 17.24.080, Parking in the front yard.

In the RC2 district, off-street parking requirements shall be 1.5 spaces per one-bedroom unit, 1.75 spaces per two-bedroom unit and 2 spaces per unit for three or more bedrooms. However, these requirements may be further reduced, by special permit from the city council, to 1.25 spaces per one-bedroom unit and 1.5 spaces per two-bedroom unit for developments within the Wonderland transit-oriented development district, which is bounded by Chester Avenue to the south, Ocean Avenue to the east, Revere Street to the north and MBTA railroad right-of-way to the west.

§ 17.28.030 Space dimensions.

Parking spaces shall be a minimum of nine feet in width by eighteen feet in length. All spaces shall be clearly marked. Parking spaces in parking garages or other buildings shall be a minimum of eight and one-half feet in width by seventeen feet in length, and have at least seven feet of vertical clearance. Within enclosed parking structures, parking spaces may include encroachments by structural and utility appurtenances, provided that the encroachments do not interfere with access to the parking space, and that no encroachment intrudes in the required stall size by more than nine inches.

§ 17.28.050 Driveways.

A. 
In the RA, RA1, RB, RB1, RC and RC3 districts, driveways shall be a minimum of nine feet in width for one-way traffic and twenty feet in width for two-way traffic.
B. 
In the NB, GB and CB districts, driveways shall be a minimum of twelve feet in width for one-way traffic and twenty-two feet in width for two-way traffic.
C. 
In the RC1 and RC2 districts, driveways shall be a minimum of twelve feet in width for one-way traffic and twenty-four feet in width for two-way traffic.
D. 
In the HB, IP, TED, PDD1 and PDD2 districts driveways shall be a minimum of fifteen feet for one-way traffic and thirty feet for two-way traffic.
E. 
All curb cuts for driveways within the RC, RC1, RC2, RC3, NB, GB, CB, HB, IP, LI, TED, PDD1 and PDD2 districts and for any apartment or commercial uses within the RA, RA1, RB or RB1 districts shall be finished with granite curb butts with a minimum radius of fifteen feet.
F. 
For the purpose of this section, single and two-family uses in any district shall have a minimum driveway of nine feet in width and a maximum of twenty feet in width.

§ 17.28.060 Drainage-Surfacing-Landscaping.

All areas subject to automobile or pedestrian traffic and parking shall be adequately drained and paved with bituminous concrete or equivalent surfacing, shall be clearly marked and provided, when necessary, with appropriate wheel guards, railings or bumper guards, and shall be permanently maintained. Any area not paved shall be maintained in grass or other landscaping.

§ 17.28.070 Use of residential district land.

No land in the single family or general residential district shall be used as an off-site parking lot for the customers or employees of any business, office, lodge or industry and for off-street parking for any multifamily residential use whether or not any agreement is made for such parking except as allowed under Section 17.16.320.

§ 17.28.071 Storage of unregistered motor vehicles in residential districts.

No land, private ways, or streets listed on the official zoning map of the city in the RA, RA1, RB, RB1, RC, RC1, RC2 and RC3 districts shall be used for the storage of more than one unregistered motor vehicle. The storage of the unregistered motor vehicles shall be limited to unregistered motor vehicles owned in title by the owner and/or tenant of property wherein the vehicles are stored. Storage of the vehicles shall be prohibited if their storage reduces or eliminates the off-street parking required by Section 17.28.020 of this chapter.

§ 17.28.080 Elderly housing.

A. 
The on-site off-street parking requirement for multifamily houses occupied by the "elderly" (defined as any multifamily structure supported by public housing funds) shall be one parking space for every two units, provided that they are constructed by the Revere Housing Authority (RHA) itself or built for the RHA by a nonprofit organization as defined by the U.S. Internal Revenue Service.
B. 
The requirements set out in this section are not applicable to elderly housing that has been approved by the city council prior to the date of adoption of the ordinance from which this title is derived.

§ 17.28.090 Backing onto street or way.

Other than for structures containing two or less dwelling units, no parking space shall be so located where a vehicle parked in space must back out into a street or way.

§ 17.28.100 Commercial vehicles in residential areas.

No more than one commercial vehicle not exceeding one ton carrying capacity shall be parked outdoors overnight, holidays or on Sunday in conjunction with residential properties.

§ 17.28.110 Grades.

No unenclosed parking area shall have a grade in any direction of more than ten percent. When in the opinion of the building inspector parking spaces are provided in a manner that will cause problems of erosion or drainage to neighboring properties, the building inspector shall have the authority to require a retaining wall or drainage facilities to ensure no undue damage occurs to neighboring properties.

§ 17.28.120 Fractional requirements.

When the units of measurement determining numbers of required parking spaces result in a fractional space, any fraction of one-half or more shall require one parking space, and any fraction less than one-half shall be disregarded.

§ 17.28.130 Seating count for requirement calculation.

Where seating consists of benches or pews each twenty-four inches shall be considered one seat.

§ 17.28.140 Multi-use lots.

Lots containing more than one principal use shall provide parking in the amount equal to the sum of the requirement for the various individual uses. This provision shall not apply to hotel or professional office uses in the TED, HB, IP, RC1 and RC2 districts.

§ 17.28.145 Stacking lane.

Stacking lanes for all drive-up windows shall be a minimum of two hundred feet in length. In no such instance shall a lane designated for stacking intrude onto the on-site parking circulation lane.

§ 17.28.150 Dimension of areas.

All loading areas shall have the following minimum dimensions:
A. 
Loading bays shall measure on the ground fourteen feet wide by fifty-five feet long by fourteen feet clear vertical height.
B. 
Loading spaces shall measure on the ground ten feet wide by twenty-four feet long by eight feet clear vertical height.

§ 17.28.160 Location in front yard.

No loading bay or space shall be located within the front yard.

§ 17.28.170 Lighting.

Lights used to illuminate loading areas shall be arranged to reflect light away from adjoining residential areas and away from all ways or streets.

§ 17.28.180 Access.

Access to each structure for purposes of loading and service shall be provided in such manner as to eliminate conflict with pedestrian or vehicular traffic.

§ 17.28.190 Number of loading bays.

The following loading bay requirements shall be required for the uses so indicated on the table of off-street parking and loading regulations, Section 17.28.020:
A. 
One per each establishment of less than twenty-five thousand square feet;
B. 
Two per each establishment from twenty-five thousand to seventy-five thousand square feet of floor space;
C. 
Three per each establishment from seventy-five thousand to one hundred fifty thousand square feet of floor space;
D. 
Four per each establishment from one hundred fifty thousand to two hundred fifty thousand square feet of floor space;
E. 
One additional per each establishment for each additional one hundred thousand square feet of floor space beyond two hundred fifty thousand square feet.

§ 17.28.200 Railroad sidings.

Loading on railroad sidings may be substituted at a ratio of one freight car length for each required loading bay.

§ 17.28.210 Multi-use lots.

Lots containing more than one principal use shall provide off-street loading in the amount equal to the sum of the requirements for various individual uses.

§ 17.28.220 Dumpster pads.

All multifamily buildings shall provide one paved area measuring ten feet by eleven feet for each thirty-five dwelling units or fraction thereof for use by a dumpster, unless other provisions for the disposal of refuse are documented at the time the building permit is issued. Adequate access must be provided for servicing. Dumpsters shall not be permitted in front yard areas nor within ten feet of any property line, and shall be visually screened.
