The number of off-street parking spaces required shall be as follows:

1. In calculating the total number of required off-street parking spaces, fractional amounts shall be rounded to the nearest whole number. 
2. When applicable, the land use authority may utilize a building’s occupant load as established by Building Official or their designee pursuant to the adopted International Building Code (IBC) to determine the total number of required off-street parking spaces.  
3. At the discretion of the land use authority, an applicant may be required to provide a site-specific traffic study which demonstrates the actual parking needs for a specific site when and where it is determined that the minimum requirements outlined in this chapter may not be sufficient for the proposed combination of multiple uses or multiple buildings with multiple uses proposed for the site.
4. Requests to reduce off-street parking requirements or reduce parking space sizes may be granted by the land use authority if the applicant shows: a unique nature of the specific existing or proposed land use exists, or due to an unusually large number of pedestrian or transit trips below normal parking demands will be generated; or a reduced number of off-street parking spaces will meet the demands of the proposed use without increasing traffic or on-street parking problems in adjacent areas and neighborhoods.
5. Retail Joint Use.
6. In the event two (2) or more retail store types are located within a single structure or business, parking spaces shall be provided in accordance with the square footage occupied by each particular type as specified above;
7. When two (2) or more retail businesses adjoin a connected or common off-street parking area and one or more of the businesses is considered to be primarily a daytime use while one or more of the remaining businesses is considered to be primarily a nighttime business, and the total off-street parking area is available for the joint or common use of each business, the total parking area can be considered for purposes of satisfying the number of parking spaces as required in this chapter insofar as the total parking area is sufficient, as required by this section, for all daytime businesses during normal daytime operating hours and sufficient for all nighttime businesses during normal nighttime operating hours, and no significant overlap in the hours of business operations exists between the daytime and nighttime businesses hours of operation;
8. Common parking facilities may be provided in lieu of individual requirements contained herein, provided the total of such off-street parking spaces when used together shall not be less than the sum of the various uses computed separately, and appropriate easements or covenants are executed between the parties and recorded in the Office of the County Recorder of Duchesne County, Utah;
9. Within commercially zoned areas, wherever existing on-street parking is immediately adjacent to a business or other entity as listed above, one-half (½) the designated on-street parking spaces may be included in satisfying the number of required parking spaces set forth.

1. The minimum dimension of all off-street parking spaces, other than parallel parking spaces, shall consist of a rectangular area not less than nine feet (9') wide by twenty feet (20') long.
2. Parallel parking spaces shall consist of a rectangular area not less than nine feet (9') wide by twenty five feet (25') long.
3. All required off-street loading spaces shall have a minimum dimension of ten feet (10') by twenty five feet (25') with a minimum height of fourteen feet (14') or as required and approved by the Land Use Authority.

Every parcel of land used as a public or private parking lot shall be developed and maintained in accordance with the following requirements:

1. Each off-street parking lot shall be surfaced according to adopted City standards. The parking area shall be so graded as to dispose of all surface water. If such water is to be carried to adjacent streets, it shall be piped under sidewalks. Surfaces shall be maintained.
2. Lighting. Lighting used to illuminate any parking lot shall be dark-sky compliant and shall be arranged to reflect the light away from adjoining premises in any residential zone, and from street traffic.
3. Landscaping. All off-street parking areas shall be landscaped and permanently maintained as required by this Title.

Accessible parking spaces shall be striped, painted on the ground with an international accessibility symbol and posted by a sign in accordance with the Americans with Disabilities Act, and located as close as practical to an accessible entrance to the building. The sign shall be placed so that a vehicle parked in the space does not obscure it.

1. In addition to the minimum off-street parking requirements, every building or use receiving or distributing materials or merchandise by truck, shall provide and maintain on the same lot as the building or use, adequate off-street loading space(s) meeting the minimum requirements of this section. 

1. No loading space(s) shall be considered as meeting any requirements for off-street parking.
2. No required off-street loading spaces shall be permitted in any front yard.
3. All loading spaces shall be screened from view from any road or street.
4. The location of all loading areas shall not interfere with parking lot circulation patterns.
